Purpose of the Position

 

African Capacity Building Foundation (ACBF) was established in 1991 to build sustainable human and institutional capacity in support of Africa’s development. The Foundation’s goal is to improve the lives and prospects of people throughout the African continent. ACBF supports capacity development in Africa through grants making, knowledge sharing and technical assistance to countries and regional and sub-regional organizations. ACBF’s approach to capacity development focuses on addressing capacity needs and gaps as well as on stakeholder ownership of interventions, project and program sustainability and synergy of interventions with other development funding institutions

The Foundation seeks outstanding candidates who are known for their excellence in research, professionalism, integrity and who are committed to the challenge of capacity development in Africa to join us as Regional Director, West and Central Africa.  The Regional Director will be responsible for managing the strategic operations of ACBF in the West and Central Africa region through providing intellectual leadership and managing internal and external processes that seek to enhance the objectives of the Foundation.

Based in the regional office for West and Central Africa in Accra, Ghana, the Regional Director will have a strong level of organizational leadership, fundraising and capacity building experience, as well as a demonstrated track record in management. She/he will be the primary spokesperson for the organization in that region and will be responsible for implementing organizational strategies and policies intended to promote and protect the work, image and reputation of ACBF in the region. She/he will support the Executive Secretary to develop and implement sustainable programming and funding models; lead high-level networking initiatives; as well as represent the organization in the region through participation in key events. She/he will work closely with the Executive Secretary to ensure that the highest standards of accountability and performance are maintained with focus on results to deliver on the following key performance targets:

 

  1. Key Duties and Responsibilities:
  2. Leadership and management
    • Provide overall leadership, guidance and management of the Regional Office in line with the Foundation’s strategic plan including development of work plans, policies, systems and procedures that guide overall implementation of office’s activities.
    • Provide input into the Foundation’s strategic planning process, annual business planning, project implementation reports and annual reports.
    • Lead key missions within the region in building and maintaining partnerships with national stakeholders including government officials, international organizations, civil society and other strategic partners.
    • Manage staff and provide overall supervision and coordination of the work of the office, ensuring compliance and providing guidance to staff to ensure that objectives are met.
    • Provide regular reports to the Executive Secretary on the status of work of the office
  1. Advocacy
  • Lead the Foundation’s efforts in mobilizing political and financial support from member States of ACBF and leading the Foundation’s efforts to expand membership to all African countries.
  • Engage high profile decision-makers to promote investment in capacity development and the recognition of ACBF as the preferred strategic partner.
  • Promote the ownership of ACBF by African countries and the institutionalization of this ownership through regular financial contributions.
  • Support the development and implementation of effective strategies for the Foundation's visibility
  1. Partnership Building
  • Scan and analyze, in close cooperation with all operational agents, ACBF’s working environment including technical and political economy dimension to establish, strengthen and maintain partnerships with continental and international stakeholders. (Governments, regional organizations, civil society, the private sector, universities, research institutes and/or policy think-tanks, etc.)
  • Identify ‘windows of opportunity’ to inform planning and preparation for strategic events, high potential initiatives strategic collaboration with others.
  • Articulate strategies for building synergies and expansion of the necessary networks, coordination mechanisms and collaborative modalities in support of the implementation of ACBF’s five service lines (resource mobilization services, investments in capacity development, capacity development advisory services, capacity development innovation services, and knowledge and learning services).
  • Evaluate the competing and overlapping mandates of multiple capacity development service providers in the region and advise where evidence needs to be deepened.
  1. Business Development and Resource Mobilization
  • Support the Business Development function in identifying resource opportunities in the region and beyond and packaging the value propositions,
  • Through research and networking, advise on appropriate funding opportunities to pursue, and work with relevant departments to build intelligence streams in specific (donor and recipient) countries.
  1. Representation
  • Represent the Executive Secretary within the region and elsewhere, as delegated, including promoting ACBF and its mission; articulating its position and protecting its image.

 

  1. Selection Criteria

Selection will be on a competitive basis based on the following criteria;

 

Education:     Advanced degree (doctorate or masters) in Economic and/or Social Sciences or a business management related discipline.

Experience:   Minimum of 10 years of demonstrated and progressive experience in a

Comparable senior position in an international organization that focuses on international development. Experience in capacity development, program management, strategic planning, advocacy and partnership building.  Experience in resource mobilization would be an added advantage.

Language:      Excellent English and French Language skills.
