The incumbent of this post is responsible to the Area Health Officer.

Primary Duties and Responsibilities

In accordance with Agency policy and procedures, the incumbent:

Medical Examination

Provides general outpatient services and other special services, including maternal and child health, control of non-communicable diseases as well as for hospital referrals; Performs medical examination of applicants for special hardship assistance, newly recruited staff, periodic medical examination of existing staff and extension beyond retirement; participates in medical boards and ratifies sick leaves for staff;

Management of the Health Centre

Manages the health centre to which he/she is assigned, including organization of services, personnel supervision, supply management and reporting; Directly supervises the work of medical staff and oversees and provides general guidance to nursing and para-medical staff in the health centre to which he/she is assigned and evaluates their performance; Maintains relationships with local community and local authorities; Ensures availability of medicine and medical supplies in terms of quantity, quality and validity; oversses ordering and recipt of these items; raises survey reports for items which are not operational or expired and ensures the destruction process; Participates in on-the-job and in-service training of other staff in accordance with the approved plans;

•         Performs such other duties as may be required.

Minimum Qualifications

•         A medical degree from a recognized university including an internship of at least twelve-month duration;

•         A valid governmental license to practice medicine in the country of duty station.

•         At least six years of satisfactory professional working experience.

Language

Good command of spoken and written English and Arabic.

Competencies

•         Ability to establish and maintain effective working relationships with internal and external stakeholders;

•         Good command of medical terminology;

•         Excellent communication and negotiation skills, sound judgment and problem-solving skills;

•         Supervisory skills and ability to develop staff;

•         Excellent analytical and reporting ability;

•         Proficiency in UNRWA standard computer applications with specific focus on Heath Information System;

•         Ability to work under pressure and cope with heavy workload.

Desirable Qualifications

•Post-graduate degree or diploma in public health, family health or other related discipline.

Equivalency

When the minimum requirements are not fully met, the concerned Director may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.

NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
