Organizational Setting


The Department of Management (MT) provides a 'platform of services' that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission statement is as follows\: "MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose". Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of Information Technology (MTIT) provides support to the IAEA in the field of ICT (information and communication technology), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises state of the art hardware and software platforms in a partially decentralized environment. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.

The Business Solutions Section (BSS), a CMMI level two organization, provides information systems development and support services to IAEA programme areas and to the IAEA as a whole.

The Programmatic Solutions Unit (PSU) provides business IT solutions to meet IAEA programme area requirements.


Main Purpose


The Programmatic Solutions Unit is seeking a project manager with strong software engineering and technical leadership skills to deliver maintenance packages on existing BSS software products belonging to the IAEA departments of NS and NE. The maintenance packages may include extension of functionality, change requests or technology upgrades. The project management methodology used in BSS is PRINCE2. The software delivery methodology will be the Essential Unified Process. Security practices at Open Software Assurance Maturity Model level 1 are mandatory.

1. Analyse requirements for new functionality and document them.
2. Draft business case, project briefs and project initiation documentation for PRINCE2 projects.
3. Produce project plans and reports, e.g. highlight, exception and end project reports.
4. Estimate effort, cost and delivery schedule.
5. Design the software solution in compliance with BSS reference software architectures.
6. Manage communications with project stakeholders.
7. Monitor and ensure project delivery.

Qualifications and Experience


  •  Bachelor's Degree - University degree in computer science, engineering or related field.

  • A minimum of 5 years of relevant working experience in the design of software applications based on Microsoft technologies (.NET Framework, Enterprise Framework, ASP.NET Web API) with web front-ends (Angular, Vue.js) and MS SQL Server databases. Good understanding of Microsoft Azure cloud architectures. Software development experience with C#, JavaScript, HTML and CSS. Strong understanding of information security and secure coding techniques.

  • Experience in software project management with demonstrated abilities in terms of project planning and estimating, work assignment and supervision, and progress review and reporting.

  • Experience in the use of established formal methods and a disciplined approach to software engineering. This implies a disciplined, methodical approach to requirements analysis and system design. Experience with agile methods such as SCRUM is a strong asset.

  • Knowledge or practical experience and certification in ITIL and Prince2 desirable. Experience applying best practices for developing quality products. Experience in an ISO9001 or CMMI (Capability Maturity Model integration) work environment would be a plus.

  • Strong customer/user orientation and ability to communicate easily and well with both technical and non-technical staff at all levels in a multicultural environment, with respect and sensitivity for diversity.

  • Fluency in written and spoken English.


Remuneration

 

The remuneration for this consultancy is a daily fee of up to a maximum of € 324, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
