The Public Information Unit (PIU) is dedicated to ensuring UNDP’s position as a credible and trusted development partner in the country, supporting fundraising efforts of the Programme units and raising awareness about the organization’s work and its impact in the country. It also supports public outreach efforts of the UN Resident Coordinator’s office.

United Nations Development Programme in Lao PDR is seeking to engage an international consultant to support the communication work of the Resident Coordinator’s Office and UNDP Lao PDR

Duties and Responsibilities

DELIVERABLES AND OUTPUTS

- Public Information Unit trained and produce high-quality content in-house to maximum extent, cost-effectively

- New technologies and innovative approaches applied to events and communications products

- Human impact emphasized and showcased in all communications products

- Relations to Lao media constantly groomed and taken to an active level of two-way engagement

- Relations to international media strengthened, so that our stories cross international news thresholds

- External contractors (printing houses, film production companies, graphic designers etc.) engaged efficiently and cost-effectively, the quality of created content ensured

- RC/RR & UNDP DRR supported before, during and after interviews around priority areas such as the 2018 Round Table Meeting, LDC graduation process, SDG VNR preparation & presentation to HLPF, UN Day and other critical events.

- Risks monitored for corporate reputational damage in case of sensitive questions and senior management advised on mitigation.

- Relations to regional and global communications colleagues maintained and developed

- Communications Strategies implemented and updated

- Observances such as UN Day, World Wildlife Day, Press Freedom Day, Literacy Day, Poverty Eradication Day, Road Safety Week etc. marked with quality digital communications content

- Public figures of Lao society engaged and on board to spearhead advocacy on specific development issues

Support to Resident Coordinator’s Office

- UN Communications Group is managed effectively, resulting in active and innovative implementation of the One UN joint Communications Strategy for Lao PDR

- UN Country Team advised on advocacy and outreach opportunities, as well as media engagement

- Branding and common messaging ascertained at common UN events

- UN in Lao PDR digital platforms (website, Facebook, Twitter, Exposure) updated with quality content

- Key events, such as UN Day, World Food Day supported effectively, reaching new audiences with engaging activities and innovative approaches

- Publications streamlined, branded and supplied with a design concept

- External launches (such as UN ESCAP’s Economic and Social Survey) supported

Support to UNDP

- UNDP digital platforms (website, Facebook, Twitter, YouTube, Exposure) updated with quality content

- UNDP Programme units supported during events and field trips, which can double up as opportunities to acquire and create quality content (photos, videos, interviews)

- UNDP events (such as launch of global and regional Human Development Report, Round Table meetings) implemented with new innovative, engaging concepts

- Publications streamlined and branded

- Community Radio volunteers engaged in the creation of content for awareness raising and advocacy in rural areas and hard-to-reach ethnic groups in remote areas

- UNDP staff advised in matters of internal communications

Competencies

Required Skills and Experience

a) Education

Master’s Degree in media, journalism, communications or related field.

b) Experiences

- Minimum 5 years’ experience at the national or international level in public relations, communications, journalism, advocacy or in related roles graduation.

- Knowledge and experience working in the UN and in development context

- Good knowledge and experience on computers, office software packages, website and social media management, DSLR photography essential.

- Skills in graphic design, photo and video editing experience

c) Languages

- Proficiency in English is required. Knowledge in Lao is an asset.
