UNICEF Global Shared Services Centre is seeking consultants to provide language classes in Arabic, French and Spanish to improve language skills of staff working at the GSSC to support them to communicate more successfully and efficiently with colleagues throughout the organisation and to be able to provide better service to UNICEF staff members. Language classes will focus on general language communication skills as well as terminology specific to the work of UNICEF.

Background

UNICEF's Global Shared Services Centre (GSSC) in Budapest, Hungary manages the processing of transactions on behalf of UNICEF offices around the world. The GSSC provides services to UNICEF offices globally in the areas of HR Administration, Payroll, Finance and Customer Care (Information Technology Global Help Desk).

UNICEF encourages staff members to speak more than one UN language. In addition, as the GSSC serves Country Offices globally, different UN languages are necessary to communicate effectively with staff across the regions.

How can you make a difference?

UNICEF GSSC is seeking consultants to provide language classes in Arabic, French and Spanish to improve language skills of staff working at the GSSC to support them to communicate more successfully and efficiently with colleagues throughout the organisation and to be able to provide better service to UNICEF staff members. Language classes should focus on general language communication skills as well as terminology specific to the work of UNICEF.

Expected Expertise

Successfully bidding language teachers should have the following profile:

• Higher education language teacher degree or at least 10 years of language teaching experience in the given language.
• Experience in language teaching at UN organizations and agencies is an advantage.

Statement of Work

A. Language teaching
Two semesters between March – December 2018
Deliver 2x2 lessons of 45 minutes per week x 15 weeks per semester= 60 lessons per semester
Classes will be organized in line with the levels of the Common European Framework of Reference for Languages.

B. Placement Tests and Evaluation
Carry out placement tests for participants to determine the level of their language knowledge and assign them to the appropriate group.
Carry out end of term exams and evaluations; communicate the results to students and the GSSC Learning and Development Team.

Mandatory Requirements

The proposing service provider must include the following attachments in their application:

• CV of the language teacher detailing educational background and all relevant language teaching experience
• Financial Proposal for the delivery of services set out under the above Statement of Work. The fees should be expressed in Hungarian Forints.  The Financial Proposal must be a separate attachment.  The proposal should include:
    -fee for language teaching (net HUF / lesson; 1 lesson = 45 minutes)
    -fee for placement tests (net HUF / person)
• If the applicant is non-Hungarian, documentation to prove eligibility to work in Hungary (copy of passport in case of EU citizens; work permit in case of non-EU citizens).

Evaluation Criteria

Technical Evaluation Criteria: 70 total points possible
• Language teaching qualifications for the given language (15 points)
• Experience of language teaching in the given language (30 points)
• Experience of language teaching at UN organisations or agencies (25 points)

Maximum Score for Financial Offer: 30 points

Total points possible for Evaluation: 100 points

Conditions

Language classes will be conducted on UNICEF Premises in Budapest, Hungary.

Successful bidders will be required to accept UNICEF's General Terms and Conditions for Service Contracts.

The terms of payment are net 30 days, after receipt of invoice and acceptance of work. Payment will be effected by bank transfer in the currency of billing.

Consultants are required to submit a statement of good health prior to commencement of work and to take full responsibility for the accuracy of that statement. Consultants are responsible for arranging at their own expense life, health and other forms of insurance covering the period of their services on behalf of UNICEF as they consider appropriate. Consultants are not eligible to participate in the life or health insurance schemes available to United Nations staff members.  UNICEF undertakes no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract.
