Background Information - Job-specific

The primary purpose of this post is to develop and maintain .Net based application portfolio of EAC-BKK. The incumbent will be responsible of full-stuck .Net development, technical analysis, quality assurance, and deployment related activities of EarthMed and other systems.  The incumbent will work with technical designers and project managers to receive work assignment and produce technical artifacts in the defined timeframes dictated by the project. In completing assigned tasks, the incumbent is expected to work with cross-functional teams of developers, DBAs, business analysts, and quality assurance team members.  The incumbent also has responsibility to assist the business clients in defining technical requirements and producing relevant documentation.  This post is a technical position and will not assume management role; however, the accountability for the assigned deliveries will be managed by the the incumbent with clear agreement with the supervisor in the organizational and functional contexts. When dealing with clients, the incumbent is representing the EAC-BKK and expected to establish good working relationship with excellent client services.

Functional Responsibilities

  1. Design and develop software changes in assigned projects and complete the tasks covering full development and application life cycles within set deadlines under competing priorities
  2. Assist the business in defining the right technical portal architecture to support the business requirements
  3. Participate in the preparation of all documents related to project development
  4. Design data models in relational databases (MS SQL, Oracle DB, MySQL)
  5. Perform other duties as required
Impact of Results 

The capacity to analyze business requirements and produce technical artifacts will impact the quality of software produced by the project and affect the stability of the software and support requirements. General coordination and support efforts with clients will impact the relationship with the business offices in and out of the OICT office. Clear and concise documentation affects the ease of support and application operations.  Interaction with user communities will affect the reputation of the project team and the OICT.

Education/Experience/Language requirements

Education: 
A Bachelor's degree in computer science, information systems, engineering, mathematics, or a related field is required. A Master's degree in a related field is highly desirable.


Experience:

  • Minimum of 3 years of experience in full-stack .Net web development is required. With a Master's degree, a candidate with less than 3 years of experience may be considered; however, demonstrated capacity in the full-stack .Net web development is required. 
  • Technical experience in one or more of MS SQL, Oracle, or MySQL is required.

  • Hands on technical  experience in ASP.Net using visual studio, HTML/CSS, Javascript, XML, AJAX is highly desirable.

  • Hands on technical  experience in implementing web services is highly desirable.

  • Experience with Medgate is highly desirable

  • Practical knowledge in UN information management and technical infrastructure is desirable.

Language Requirements:
Fluency in English is required. Knowledge of French and UN official languages is an advantage.
