Heart to Heart International (HHI) strengthens communities through improving health access, providing humanitarian development and administering crisis relief worldwide. The Disaster Response WASH Advisor will provide strategic leadership and technical guidance on the incorporation of WASH into HHI’s disaster response programs.

ESSENTIAL FUNCTIONS:

Technical Leadership, Support and Resource Mobilization

  • Provide strategic leadership and technical guidance on the incorporation WASH into HHI’s disaster response guidelines, policies, procedures and programs.

  • Develop and continuously review guidelines, policies, procedures and programs to ensure consistent compliance with internationally recognized WASH standards (e.g. Sphere standards, WHO Emergency Medical Team standards, etc.).

  • Participate in research and procurement of WASH-related supplies needed for HHI’s disaster response team (DRT) to ensure technical specifications will support standards.

  • Design, lead and continuously improve WASH-related trainings for DRT staff and volunteers.

  • Strengthen capacity for the incorporation of WASH into HHI programs and programmatic support infrastructure, including guidance on WASH-related monitoring, evaluation, analysis and learning.

  • Engage partners to promote WASH learning, innovation and identification of opportunities/trends.

  • Provide technical guidance to other HHI programs as needed.

Program Design, Implementation and Monitoring

  • Deploy, sometimes with 24-hour notice or less, as part of HHI DRT.

  • Participate in needs assessments, data collection and analysis and program design.

  • Ensure WASH priorities are effectively incorporated into health programs – which may include public health surveillance and training, surge support to partner health facilities, direct patient care in fixed/mobile health facilities, etc. – as well as program support infrastructures.

  • Ensure quality of the programs through compliance with HHI, donor and national guidelines, policies and procedures, as well as internationally recognized standards (e.g. Sphere standards, WHO Emergency Medical Team standards, etc.).

  • Actively represent HHI at relevant cluster/coordination and technical meetings and engage with WASH colleagues to promote information-sharing.

  • Establish and foster strong working relationships with partners and stakeholders, including UN agencies, NGOs, relevant national government departments/ministries, local/regional authorities, community leaders and beneficiaries.

  • Support accurate and complete data collection and ensure strong internal and external communication/reporting according to established timelines.

  • Identify programmatic and WASH-related gaps, issues, risks and opportunities, develop solutions and support proposal development in collaboration with HHI leadership.

QUALIFICATIONS:

Education and Experience Requirements

  • Bachelor's degree in Public Health, WASH or related field from four-year college or university and two years of WASH experience in international disaster response settings is required; or, at least four years of WASH experience in international disaster response settings.

  • Understanding of international humanitarian standards and coordination systems required.

  • Understanding of US emergency management and coordination systems is an advantage.

  • Experience in training and capacity building is an advantage.

  • Proven ability to think critically and creatively.

  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect colleagues.

  • Strong proficiency in MS Office required.

  • Professional proficiency in English required; proficiency in French, Spanish or Arabic is an advantage.

  • Ability to deploy within 24-hour notice for a duration of two weeks to six months, depending on program.
