For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.
From 25th August 2017, a massive wave of population fleeing violence in the Rakhine state in Myanmar crossed the border to find refuge in Cox’s Bazar district in Bangladesh. This unprecedented situation (more than 500 000 new comers arrived in a very fragile area) creates an emergency situation that is very worrying for many stakeholders.
Following a quick assessment in December 2016, MDM France opened a mission in Bangladesh in February 2017. Operations are run through 2 partnerships with local institutions, namely “Gonoshasthaya Kendra” (GK) a local non-governmental organization (NGO) specialized into primary health care and community health care, and the “Bangladesh National Women Lawyers’ Association”, a lawyer’s association based in Dhaka that aims “to create equal opportunities and equal rights for every woman and child in the country “BNWLA”. For these two partners, MdM focus its intervention today on capacity building activities on medical and psychological care for Gender Based Violence (GBV) victims, in several regions of the Country.
TASKS AND RESPONSIBILITIES:
Under the responsability of the emergency coordinator, you will work in close collaboration with the GBV desk officer in HQ and the emergency coordinator, the medical coordinator, the mental health coordinator and the protection coordinator in the field.
Your main responsibilities are to :
Organization, coordination and supervision of GBV activities
-Define the MdM GBV implementation strategy, in line with MdM overall strategy.
-Prepare and contextualize GBV policy documents based on global best practice and analysis of the local law and context for MDM Bangladesh.
-Follow-up the implementation of GBV activities, in close collaboration with the medical department and other GBV actors.
-Ensure the quality of activities through regular monitoring and technical support, data collection and management, and provide guidance in case of difficulties.
-Carry out and update a mapping of all actors responding to GBV and develop a strong network to foster information exchange, synergies, and ensure safe referral for GBV survivors.
-Coordinate the definition of the Information/Education/Communication strategy and mediums (radio, press, posters, leaflets…).
-Coordinate the community mobilization activities in close collaboration with partners, GBV actors as well as other stakeholders.
-Ensure the capitalization of MdM GBV component implementation.
Human resources, capacity building
-Identify the capacity building needs of MdM and partner’s teams related to GBV and organize trainings.
-Collaborate with the mental health and psychosocial coordinator and with the protection coordinator in order to define and implement psychosocial care and legal support of GBV survivors.
Reporting and representation
-Increase program monitoring and evaluation.
-Participate to the GBV sub sectors meetings and actively contribute to coordination efforts.
-Contribute to the preparation of new proposals or reports to donors.
CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 6 to 12 months

2778 euro gross monthly salary on 13 months
Expatriation bonus (10% gross salary per month)

22.5 RTT per year
5 weeks of paid leaves per year.

SKILLS AND EXPERIENCE NEEDED:
Demonstrated 2-3 years professional experience in humanitarian settings, including at least 1 year of direct program management of Protection/GBV programs in the field.
Excellent knowledge of IASC GBV Guidelines and ability to implement GBV mainstreaming in accordance with the guidelines
Master’s degree in relevant field (public health, social work, development studies, humanitarian affairs, or related social sciences disciplines).
Knowledge, skills, and experience in providing/leading direct services to survivors of gender-based violence using a survivor-centered and multi-sectoral approach.
Knowledge, skills, and experience in implementing primary prevention of violence against women and girls.
Good knowledge of WHO ethical data sharing guidelines.
Ability to uphold MdM’s commitment for the response to GBV and mobilize teams around gender and GBV.
Individual and group training skills in GBV and SEA.
Ability to take initiative, work independently and foster a team environment.
Strong organizational, oral and written communication and coordination skills.
Excellent project design and proposal development skills and developing tools for cross-organizational sharing of best practices.
Excellent analytical and problem solving skills.
Good sense of diplomacy and understanding of international global political issues.
Strong skills in Microsoft Office.
Languages: English fluent, french an added value
