Since 1998, programmes in Georgia are designed through a “protection lens”, ensuring that all activities integrate protection principles. As such, we will continue to work on expanding our knowledge and ensure durable solutions are provided to IDPs, returnees and host communities, and as well as make IDPs, returnees, host communities and persons in a refugee-like situation aware of and actively claim their rights, through legal assistance and awareness raising. 

The main DRC donors in Georgia in 2018 are the Norwegian Ministry of Foreign Affairs, BPRM, Danida and the European Union while fundraising efforts have been undertaken with other donors which could potentially effect priorities, the scope of work and tasks related to this particular position. 

In West Georgia, the programmes focus on the following core sectors of intervention in line with DRC mandate to provide durable solutions to displaced populations of concern:

  • Shelter and small-scale infrastructure (construction and rehabilitations works);
  • Livelihoods (self-reliance, small-business and SME development, work placement etc.);
  • Access to education and community services;
  • Access to rights and basic freedoms/protection (legal aid assistance);

Protection monitoring and capacity-building of local communities are cross-cutting dimensions of the overall South Caucasus portfolio.

Background

Project: Empowering IDP communities and Improving Coordination Mechanism at municipal level to sustain integration efforts

Donor: US State Department Bureau for Population, Refugees and Migration (PRM)

Subject: Survey on IDP Economic integration gaps at community level and develop micro-economic action plans

Duration of intervention: 2 months contract with 22 working days (March –May, 2018)

Cost: Total cost is 2500 USD gross. The cost includes all expenses related to the assignment.

Required Deliverables:

  1. Profiling of IDP communities in 5 target settlements with the support of DRC Officers to identify available labour sources (professional skills, experience, employment/unemployment level, etc)  and selection of 2 entrepreneurs from each targeted locations, in total 10 economic actors in preferably different economic sectors to get information from grass-root level (bottom up approach) on challenges, and opportunities at micro level across settlements for possible advocacy and data collection on employment/self-employment opportunities in the area, sectors of employment/self-employment for youth, temporary and seasonal jobs, livelihood needs, limitations/opportunities in terms of access to markets, skills development matching market needs, job creation opportunities, access to financial capital (banking institutions), access to land or commercial property, etc –7 days
  2. Desk research on local livelihood opportunities through the interviews with municipalities to review and document the information on all available and planned projects/programs in the field of livelihoods  in 5 respective target locations and with main focus (for Zugdidi and Tsalenjikha) on job creation opportunities in Anaklia deep sea port and mismatch between supply and demand of vocational skills (labour market and VET opportunities in the region) –4 days
  3. Develop training module on problem prioritization and strategic planning, on data collection in the field of livelihoods and economic development in West Georgia – 2 days
  4. Provide one day training for 10 IDP entrepreneurs and share findings from research study conducted in 5 respective locations -1 day
  5. Provide survey report on IDP economic integration gaps at community level with concrete recommendations for immediate actions and Develop 2 micro-economic plans which implies multi-level and decentralised planning approach in order to maintain a balance in “planning and development” between the priorities of Government and local needs – 6 days  
  6. Prepare and Organize one Round Table/workshop discussion  in Zugdidi with local government institutions (Zugdidi/Tsalenjikha),  target groups (others) with the facilitation of DRC in order to:
  • Share the key findings on gaps of economic integration of IDP communities in WG
  • Present the results of Survey - Recommendations
  • Present the micro-economic plans (further follow up will be undertaken by DRC to facilitate inclusion of plans into local municipal development strategies for better economic integration purpose) – 2 days

Profile and Required Key Competencies of Candidate:

  • University degree in social, economic or other relevant field
  • At least 5 years of proven experience on conducting research in the field of economy;
  • At least 3 years of experience of conducing trainings for disadvantaged target groups in the field of livelihoods
  • Familiarity with IDP issues
  • Good knowledge of target region (Samegrelo)
  • Computer literacy
  • Analytical skills
  • Reporting skills
  • Presentation skills
  • Flexible working schedule
  • Ability to travel to the regions
  • English language skills is definite advantage;
