The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The role of NRC ICLA Legal Analyst technical officer is to contribute to knowledge management and NRC's capacity to carry on evidence based advocacy in delegated thematic portfolio.

Job description

Ensure compliance with NRC policies, guidelines and standards
Ensure compliance with ICLA strategy, tools, handbooks, guidelines and standards
ICLA specific technical responsibility for the implementation, quality control, monitoring, project documentation and tracking of financial expenditures for technical activities of ICLA projects
Provide specific technical support and capacity building towards project staff
Provide specific technical analysis and feedback to NRC representatives in coordination forums
Assess, promote and document ideas for technical improvement and further program development options
Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
Ensure proper filing of documents
Contribute to specific protection risks and needs analyses
Contribute to designing of protection response to identified risks and needs.
Conduct legal research and analysis and draft thematic reports on key legal issues and concerns
Conduct documentation, fact finding and assessment missions and prepare documentation, reports, meeting minutes, statistics and other communication materials
Facilitate knowledge management within NRC ICLA and conduct trainings for external stakeholders (preparing literature, materials, manuals, information and visuals and carry out training)
Compile narrative and statistical reports in the respective formats
Perform any other tasks as requested by ICLA Project Development Manager/Project Manager
Compile national and international law, regulations and practices relevant to the IDP and conflict-affected people in eastern Ukraine

Qualifications

High education in law
Experience in Ukrainian policy-making process and advocacy
Excellent communication skills
Good knowledge of the context in East Ukraine
Good Knowledge of the software programs (MS Word, Excel, Access, PowerPoint)
Previous experience from working in complex and volatile contexts
Documented results related to the position's responsibilities
Fluency in English, Ukrainian and Russian, both written and verbal
Experience from working on the similar positions in a humanitarian/recovery context

Education level
