JOB PURPOSE

As a team leader of EFSN team, and under the supervision by the International Program Officer - livelihoods, the National Officer will:

  • Oversee WFP assisted project EFSN, which includes planning, development of guidelines, and timely implementation of activities as per the workplan, management of partnerships, monitoring, reporting and analysis.

KEY ACCOUNTABILITIES (not all-inclusive)

Support to Livelihoods Focal:

  • Assist to manage WFP’s relationship with national authorities (DC, RRRC and local government counterparts UNO, UP Chairman, DWA, and other line departments) maintaining regular contacts and visits.
  • Assist to manage WFP’s relationship with cooperating partners, maintaining regular contacts and providing technical and other forms of assistance.
  • Assist to form/maintain partnership with other UN agencies, and NGOs as necessary.
  • Assist to liaise with and help facilitate visits and briefings of donors, government delegations and other missions.
  • Assist in liasion with various coordination mechanisms like food security, livelihoods working group, etc.
  • Provide technical and operational advice on livelihoods

Programme and Operations:

  • Manage implementation, monitoring and problem solving of entire EFSN programs related issues.
    • Provide detailed attention to the expansion and effectivity of BCC activities
    • Ensure disability inclusion during the project implementation
    • Update the key project documents- Workplan, SOP, Implementation Guideline, Note-for-Records.
    • Ensure documentation of successful casestories
    • Produce periodic monthly Program reports.
  • Manage all payment and beneficiaries’ cash transfer related issues.
  • Manage, supervise and provide support to program associates and field monitoring staff, including their capacity building and evaluation.
  • Undertake regular field visits to follow-up on the implementation of programme activities and monitoring of Program associates and field based staff.
  • Facilitate compiled monitoring reports and work plans (including third parties’) as per schedule, for submission and feedback from Livelihoods Focal and/or M&E focal.
  • Support in the WFP database management and operations as necessary.
  • Work closely with Dhaka based Cox’s Support unit and other Programmes to ensure monthly resource release, disbursement status, cash pipeline to ensure smooth distribution, hotline issues and other finance/admin related issues.
  • To improve efficiency regularly, report to Livelihoods Focal on bottlenecks, new innovative ideas etc.

Other Duties:

  • Ongoing coordination with other Programme teams, units, partners, and all stakeholders.
  • Work with cooperating partners to build their capacity, ensure timely implementation of program activities and fulfilment of respective agreements (including compliance with documentation and reporting requirements).

Any other duty assigned by Livelihoods Focal.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language: Fluency (level C) in English and Bangla.

TERMS AND CONDITIONS

Monthly Net Salary: BDT 188,945.00 net
