STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in economics, agriculture, agronomy, agro-economy, engineering, international affairs, business administration, social sciences, development studies or a field relevant to international development assistance.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic.

Experience: At least seven years of postgraduate progressively responsible professional experience in humanitarian assistance, livelihoods, risk management.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity. 

JOB PURPOSE

To join the Resilience team and contribute to the development of this approach through the provision of support in the planning, implementation, and monitoring of activities, initiatives and partnerships in the areas of livelihoods, resilience and economic recovery. 

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Under the direct supervision of the Programme Officer in charge of resilience, the National Programme Officer will be responsible for performing the following functions:

  2. Liaise with local authorities to identify the type of interventions and priorities established by the Government.
  3. Identify operational constraints, pre-conditions, and implementation modalities for harnessing the potential in the programme target areas;
  4. Analyze potential constraints, make recommendations and draft operational guidance, as necessary, to improve efficiency and transparency of the operations cash/food for assets;
  5. Prepare calls for proposals, support project identification, design and implementation with Cooperating Partners;
  6. Develop a clear work plan for livelihoods activities at Sub-office level, with special emphasis on targets and milestones to be achieved in cooperation with Cooperating Partners;
  7. Work closely with Vulnerability Analysis and Mapping (VAM), Program and Logistic units to establish qualitative indicators and ensure that qualitative aspects are considered during the implementation of the projects;
  8. Develop operational guidance for WFP staff and partner organizations for project planning, implementation, monitoring, evaluation, and reporting;
  9. Assess the training needs of WFP and relevant Cooperating Partners staff, and design and organize appropriate capacity development activities;
  10. Design and carry out participatory research and knowledge development, in the field of livelihoods and resilience building;
  11. Provide supervisory support and technical guidance to programme staff involved in the planning, implementation, monitoring evaluation and reporting of the livelihoods and resilience programme;
  12. Undertake monitoring and technical supervision missions as required by sub-offices, partner organizations, and stakeholders in the country;
  13. Prepare operational overviews, briefing, and snapshots of the response for communication with donors, Food Security Cluster and other Working Groups, National and Local Authorities, as well as for awareness campaigns and advocacy purposes.
  14. Develop lessons learned and document best practices in Livelihoods and Resilience programmes in Iraq;
  15. Other as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Knowledge and experience in livelihood, community development, Risk/Hazard management approaches and programme design, management and implementation.
  • Proven professional experience in the related fields with ability to work independently on technical matters with minimum supervision.
  • Training and/or experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration.
  • Demonstrated excellence in liaising with donors and establishing innovative partnerships.
  • Knowledge and/or experience of both emergency and development contexts.  Specific knowledge and experience of humanitarian operations, especially WFP operations;
  • Excellent writing and communication skills in English; ability to produce excellent quality documents and reports and policy documents; knowledge of Arabic is an asset.
  • Ability to work under stress and achieve results under very tight deadlines.
