ABOUT WFP

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP’s dedicated Facilities Management Branch is responsible for delivering an inspiring and highly efficient work environment to create a supportive and sustainable workspace for all of our colleagues to deliver WFP's mandate. Our team focuses on creating, maintaining, and enhancing the WFP working environment in line with the organization's objectives of cost excellence, environmental sustainability and staff wellness. The selected consultant will be based within the Facilities Management unit (RMMI), in the Management Services division in Rome, Italy. Periodic missions to WFP field locations will also be required. She/he will report to the Facilities Management team leader.

RESPONSIBILITIES:

Within delegated authority, the Global Support and Space Management Consultant will be responsible for providing guidance, oversight, and support for the management of Headquarters and Field building facilities.  More specifically he/she will be accountable for the following duties:

  • Provide comprehensive space management services (efficiencies, furniture, technical design, etc.) in consultation with the requesting Division/Units, including coordinating and facilitating all office relocations within the HQ Premises, whilst analyzing space utilization ensuring WFP premises are environmentally efficient and cost-effective;
  • Advise staff (Headquarters and Field Offices) on the application of facilities policy and procedures and ensure compliance, including collating information related to the improvement of such policies/procedures;
  • Provide project management services for renovation and construction projects, at HQ and field level, preparing budgets and technical specifications for all site related works (including visits to field locations for technical guidance and support);
  • Development of architectural layouts, technical scope of work, cost estimates and schedules;
  • Supervision and monitoring of quality and schedules for construction work, ensuring that works done by contractors are performed promptly and according to specifications, within budget and on time, implementing cost recovery when required;
  • Monitoring contractor invoices through verification of accuracy and confirming charges against agreed payment terms in the contract;
  • Updating floor plans and Archibus data, provide contribution for essential overall reporting of the unit;
  • Support Country Offices and, if needed, prepare Business case for office relocation and cost benefit analysis, providing guidance for lease and space planning best practice in Field Office locations;
  • Coordinate move lists and move plans with clients, move team, to ensure smooth implementation, minimizing the need for post-move adjustment;
  • Assist in drafting RFQ and RFP for relevant goods and services related to Space Planning;
  • Ensure comprehensive support to Country Offices when considering leasing/buying premises for WFP use. Provide effective coordination with Engineering, Security, Space Management, Leasing and other relevant personnel in HQ;
  • Act as agency liaison (vendors, internal WFP clients, Security Coordinator, UN partner agencies) as needed;
  • Ensure that fire and industrial safety standards are followed at all times;
  • Perform other related duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • University degree (Bachelor’s degree or higher) in Architecture, Civil Engineering, or related subject;

Experience:

  • At least five-years of progressively responsible experience in facilities management (space planning, office renovation, flexible workplace offices);
  • International experience is essential, and professional experience in developing country contexts, in environments similar to WFP field operations, is highly regarded;
  • Professional experience working within, or in connection with, a UN system is highly regarded

Knowledge & Skills:

  • Advanced knowledge of computer software such as AutoCAD, Adobe Acrobat Pro, MS Word, MS Excel, MS PowerPoint, MS Project, MS Visio and Net browsers.
  • Knowledge of Archibus, 3D Studio, Adobe Photoshop will be an asset.
  • Proficiency of developing plans for renovation and construction projects and site lay-outs;
  • Knowledge of drafting clear concise reports or rationale for decisions on key issues;
  • Proven ability to coordinate and effectively communicate and negotiate across multiple units and departments (including headquarters, regional, and country office levels);
  • Proven ability to establish priorities;
  • Proven ability to successfully operate within the different geographic and cultural contexts in which WFP operates;

Languages:

  • Excellent written and oral communication skills in English;
  • Proficiency in a second UN official language, preferably French or Arabic, to at least intermediate standard is highly regarded.
