ORGANIZATIONAL CONTEXT

WFP’s greatest strength is its 14,000 dedicated people working tirelessly around the world to reduce hunger, often under difficult conditions where security threats and risks to personal safety are considerable. The global context in which WFP operates is rapidly changing which means the need for effective people management is becoming more important than ever before. In this context, WFP launched its People Strategy in November 2014. It articulates key strategic focus to build an engaged workforce, with the right skills, in the right roles enabling WFP to continue fulfilling its humanitarian response role while simultaneously building its capabilities to address the long-term goals of Zero Hunger.

JOB PURPOSE

Develop, gain support for, and implement strategies needed to identify, attract, and acquire the best talent to meet WFP’s gender parity objectives.  The ideal candidate has a deep passion for workforce diversity; constantly thinks about how to introduce new methods and ideas for identifying, sourcing and engaging top talent; and successfully enlists support from the business for talent attraction, networking, gender parity and diversity engagement initiatives.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Develop talent acquisition sourcing strategies by using effective technologies, social media, software and networks to meet WFP’s gender parity objectives, thereby contributing to achievement of WFP’s broader Strategic Goals.
  • Develop solutions to increase the selection of women for functional areas and offices where they are under-represented (and similarly for men, where they are under-represented).
  • Identify reasons for the relatively high turnover of women employees in WFP offices worldwide, and suggest solutions for increasing the retention of women employees.
  • Provide technical support to Human Resources Business Partners and HR Officers across WFP in implementation of their diversity plans.
  • Compile and share knowledge of best practices, and support the development and implementation of new/improved strategies to achieve gender parity through talent acquisition with the global HR team members.
  • Develop and maintain strong relationships with universities, institutions of higher learning, diversity organizations, women professional associations and other recruiting sources to ensure sourcing produces a strong women talent pipeline.  Increase the quality of women applicant flow, including both passive and active applicants.
  • Partner with managers to understand their specific functional needs and plan/implement solutions to meet their staffing needs with qualified and suitable women candidates (or men, depending on the gender imbalance).
  • Articulate our employee value proposition, while enhancing visibility and reputation in key women recruiting channels
  • Identify the most relevant global and regional events to target women candidates, and plan and implement activities accordingly.
  • Manage full cycle recruitment for some positions in the organization, particularly those that have challenges with diverse talent pools.
  • Stay up-to-date on new media tools, best practices, and how the talent acquisition team can best leverage these recruiting/networking tools to reach gender parity in the Organization.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial/Organisational Psychology or other relevant field. Master’s in Human Resources is highly desirable.

Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

Experience:

  • 5-8 years of postgraduate professional experience in the field of Talent Acquisition, of which at least 3 at international level. Experience working as part of a multicultural and diverse team.
  • Experience in the development and implementation of strategies to improve gender ratios in the workforce.
  • Demonstrated success deploying effective gender outreach strategies.
  • Experience in sourcing and recruiting women candidates at all levels, including at the leadership level.
  • Knowledge of Applicant Tracking Systems, technology, and sourcing tools.  Experience with SAP recruitment platforms is desirable

DESIRED KNOWLEDGE AND SKILLS

  • Ability to leverage social media to connect with diverse communities to brand  and market jobs.
  • Sound theoretical understanding of HR and Talent Acquisition concepts and principles with a broad knowledge of best practices, techniques and processes.
  • Good communication skills with the ability to influence and adapt communication  to different situations and individuals.
  • Knowledge of common business principles, processes, and the ability to quickly assimilate UN/WFP specific processes and systems.
  • Ability to build and maintain effective work relationships with human resources counterparts, managers and staff within HQ/regional/country office.
  • Ability to work both independently and as part of a team.
  • Ability to establish priorities, and to plan, coordinate and monitor own work plan and those under his/her supervision. Ability to draft clear concise reports or rationale for human resources decisions.
