As part of the ongoing collaboration between UNICEF and the government of Egypt (GoE), the assignment aims at providing support to GoE to develop a comprehensive Child Development National Standards for children age 0-6.

Scope of Work:

The Consultant will work closely NAQAAE and in collaboration with the key ECD stakeholders in Egypt including: NCCM, Ministry of Health and Population (MOHP), Ministry of Education (MOE), and Ministry of Social Solidarity (MOSS). The consultant will also work closely with the UNICEF Egypt as the Managing Entity for the consultancy. The consultant will travel to Egypt for completing his/her work.

Tasks & Deliverables

  1. Undertake a review of the available ECD standards and other information needed from relevant Ministries and stakeholders;
  2. Prepare an inception report detailing the methodology and timeframe for undertaking the assignment; highlighting major milestones (to be shared with UNICEF, NAQAAE, and relevant stakeholders);
  3. Assist NAQAAE in conducting a workshop for ECD Technical Working Group (members representing related ministries and chaired by NCCM) to explain the process of developing Child Development Standards (age 0-6), planned activities and inputs required from respective ministries;
  4. Provide guidance and technical support to NAQAAE throughout the process of developing the Child Development Standards (age 0-6):
    • Share international experience in developing National Child Development standards (age 0-6)
    • Identifying Early Childhood Development Standards framework
    • Developing first draft
    • Revision and validation of the draft using a participatory approach
    • Prepare final version of Child Development standards (0-6) in English (both soft and hard copies) incorporating feedback from NAQAAE, NCCM, UNICEF and all stakeholders and a report documenting lessons learned and programmatic recommendations for the next steps.
    • Prepare a proposal on how to use the Child Development Standards in advocacy, service delivery, workforce development, parenting education, M&E and quality assurance.

Stakeholders

Main stakeholders for this assignment are NAQAAE, NCCM and UNICEF Egypt for the day-to-day works. Other partners for gathering information and consultation may include: Ministry of Education, Ministry of Health, Ministry of Social Solidarity, Ministry of Planning, Ministry of Finance, The World Bank, UN agencies, etc.

 Duration of Assignment

The duration of the consultancy will be for a period of 6 months between April 2018 - September 2018.

Payment

Payment will be commensurate with consultant's experience and qualifications and be made based on satisfactory submission of deliverables as follows:

Supervision

The consultant will work closely with NAQAAE and UNICEF ECD focal points and report to the Deputy Representative of UNICEF. All deliverables should be reviewed by NAQAAE and UNICEF and feedback reflected prior to submission of the final product. The deliverables will be submitted in English to UNICEF's Deputy Representative and NAQAAE in soft and hard copies following UNICEF standards, including detailed description of the process and sources of information/data used.

Location

The consultancy will be conducted in Cairo, Egypt, with some remote-based work as needed

 Qualifications required:

  • Advanced university degree in social sciences, with a specialization in issue related to the survival, learning, growth and development of young children (age 0-6)
  • At least 8 -10 years of proven experience in comprehensive ECD public policy and national standards Development
  • Experience working in developing countries
  • Strong communication, analytical and writing skills, ability to conceptualize, plan and prepare analytical reports in English.
  • Fluency in Arabic is an asset.
  • Work effectively through email, phone, and other means of communications.
  • Availability to travel.
