1.      Organizational Context

 

a.    Organizational Setting

 

The post is located in the Procurement Section of the Procurement and Travel Division, Administration and Management Sector.

The Section is responsible for the procurement of general supplies, equipment, and professional services provided by private commercial entities, in order to support WIPO's various programs. The Section aims to provide responsive, effective and quality procurement services and business advice, while achieving the best value for money and ensuring a fair, competitive and transparent process in accordance with sound procurement principles.

 

 

b.    Purpose Statement

 

The incumbent performs procurement activities related to the preparation of tender documents and contractual instruments and reviews, assesses and certifies transactions for goods and services to ensure compliance with applicable rules and regulations.

 

 

c.    Reporting Lines

 

The incumbent works under the supervision of a Procurement Cluster leader.

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Plan procurement actions involving a variety of contracting issues and identification of different courses of action.

 

b.   Provide guidance to internal clients and stakeholders on the most appropriate procurement procedures, carry out first-level assessment of procurement requests and check for completeness, soundness and suitability for solicitation processes in compliance with procurement procedures and rules.

 

c.   Conduct market research on a regular basis to gain a comprehensive understanding of the market drivers and key stakeholders.

 

d.   Review technical specifications in consultation with requisitioning units to enable competition.

 

e.   Prepare and review a wide range of documents, including solicitation documents, contractual instruments, revisions and general correspondence, ensuring conformity with relevant rules, procedures and standards.

 

f.    Organize formal opening of bids in cooperation with clients and in accordance with established procedures;  assist in the evaluation of vendor proposals and in negotiating contract provisions; respond to requests for assistance during solicitation process.

 

g.   Monitor use of framework agreements through analysis of reports and participate in vendor performance management activities and contract administration; update contract data in the contract module.

 

h.   Approve contractual instruments up to the delegated amount in compliance with WIPO rules.

 

i.    Perform other related duties as required.

 

 

3.      Requirements

 

Education

Essential

First-level university degree in procurement, business administration, economics, law or related field.

 

 

Experience

Essential

At least three years’ relevant procurement-related experience including experience in drafting tender documents and contracts.

 

Desirable

Procurement experience gained in the United Nations common system or public or international organizations.

Experience of vendor performance management.

 

 

Language

Essential

Excellent knowledge of written and spoken English.

 

Desirable

Knowledge of French.

5.         Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the February 2018 rate of 81.6%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
