OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.The Emergency Operations Department of the Health Emergencies Programme is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong logistics and operational support. The expansion and strengthening of operational partnerships is a key priority. EMO also leads on humanitarian policy and guidance, as well as representation to key interagency bodies.

DESCRIPTION OF DUTIES

The incumbent is assigned all or part of the following duties which are performed according to the needs and agenda\:

- Play a lead role for the implementation of a series of activities and work plans with particular attention to assessing GHC performance at country level through provision of technical expertise; recommending effective and/or improvements in the implementation of activities at country level; backstopping Regional and Country Offices on issues such as emergency risk assessment and humanitarian response, as required; providing technical advice and expertise on donor-related proposals, reports, presentations and others.

- Proactively develop new and/or revised capacity-building and training activities for health cluster coordinators, for their teams and health cluster partners, as part of partnership building and outreach to obtain input of WHO staff outside WHE in technical issues, operational policy development and/or evaluation of performance, including but not limited to participating in to development of communication materials based on the compilation and analysis of information; and maintaining comprehensive up-to-date records of activated health clusters, their functional status, contact points, country cluster requests and support provided.

- As delegated, organize and lead capacity-building and training sessions and presentations for health cluster partners.

- Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced university degree in public health.
Desirable\: Degree or training in disaster management.

Experience

Essential\: At least seven years' experience in public health, including experience in the development and implementation of humanitarian health projects, IASC protocols and guidelines, tools and policies, performance and/or risk management. Some experience or good understanding of communication and/or training materials.
Desirable\: Experience in humanitarian, NGOs based on the cluster approach.

Skills

Demonstrated communication skills combined with ability to write technical reports and documentation in a clear and concise manner.

Proven capacity to work as team member, share information with awareness and understanding of cultural and political sensitivities.

Strong organizational skills with ability to work in a proactive and independent manner under pressure.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5029 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
