OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.The Emergency Operations (EMO) Department of the Health Emergencies Programme is responsible to ensuring emergency-affected populations have access to an essential package of life-saving health services. This includes establishing comprehensive incident management for coordinated action in all graded and protracted health emergencies, assisting and coordinating the implementation of health operations to agreed standards through partner and WHO operational networks as well as providing supplies and logistical services and operational support for all graded and protracted health emergencies. EMO also guides strategic policy development and inter-agency relations for the Programme.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda\:

- Provide support to the EMT Secretariat in the management and use of budgetary, financial resources as well as administrative services. Such services and resources include budgeting, finance, procurement, meeting management, office space and equipment arrangements.

- Ensure adequate allocation of resources (financial, human, and physical). Monitor and analyze financial/non-financial data to assess options for solutions to financial, administrative and human resources issues.

- Support the Technical Officer (Secretariat) in secretariat functions for the EMT governance structures including the organization and planning of meetings, taking minutes, and reporting.

- Provide operational support to the EMT Secretariat in the event of an emergency activation and/ or deployment including upscaling programme management functions during response, including through collecting data and contributing to after action reviews.

- Ensure the EMT Secretariat's budget planning cycle is rolled out effectively; tracking activities to ensure the team is proactive in initiating and executing administrative actions.

- Implement the WHO financial management systems; provide analysis of income and expenditure trends; prepare budgetary forecasts; improving and monitoring control and report structures.

- In consultation with the EMT members, initiate the formulation and preparation of the narrative and financial parts of project proposals to donors; review them to ensure that they meet the Organization's administrative and financial rules and regulations. Draft donor narrative and financial reports and provide input to the manager, Emergency Medical Team in this regard.

- Manage all aspects of procurement of goods, services and consultancy; ensure procurement and contracting are in line with WHO policy; run competitive bidding when appropriate; monitor implementation, and payments; oversee expenditures.

- Support the Secretariat with human resources issues related to the staffing (short term staff and consultant).

- Provide support on administrative and financial rules and regulations, practices and procedures, and other administrative processes and services. Ensure compliance with internal controls of the Organization.

- As assigned, organize, support and/or participate in internal and external meetings, training and capacity building events, working groups or other bodies.

- Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential\: A first university degree (bachelor's degree) in social sciences, finance/economics, public or business administration, project management, public health or a related field from a recognized institution.
Desirable\: Advanced university degree (Masters level or above) in social sciences, finance/economics or business/public administration or project management or public health or humanitarian affairs.

Experience

Essential\: At least 5 years of progressive experience in managing projects or grants, preferably at an international level. Experience in supporting various aspects of project management, including proposal development, administration, finance, document review, reporting and implementation. Work experience in multi-stakeholder environments and working across multi-functional and dynamic teams.
Desirable\: Experience in public health and emergency preparedness and response. Experience with WHO. Experience managing relations with donors.

Skills

Proven knowledge of quality assurance, mentorship and verification concepts as related to clinical training and coordination of emergency response by EMTs.

Demonstrated organizational skills complemented by ability to multi-task and produce results under pressure within short deadlines.

Proven ability to write clinical and technical documents in a professional and concise manner.

Excellent interpersonal skills, diplomacy, tact and courtesy.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 59,151 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4170 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
