OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.The External Relations Department of the Health Emergencies Programme is responsible for providing accurate and timely health emergency communications and sustainable financing. This includes developing donor appeals and engaging with donors to ensure adequate and timely financing for core functions and in response to emergencies, while ensuring that reporting requirements are met; developing and implementing a strategy on WHO communications for emergencies to engage with key audiences; and developing and implementing advocacy strategies and plans.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities\:

1. Monitor ECHO and EU agency policies, funding trends and financing mechanisms for humanitarian and health emergencies to facilitate the development and implementation of the resource mobilization strategy in support to WHOs work in health emergencies.

2. Act as focal point for collaboration with ECHO and EU agency donors and/or interagency collaborations. Develop/update donor profiles and engagement plans for the assigned portfolio of donors, create related training materials and identify fundraising opportunities. Support and train HQ, regional, country staff on related procedures.

3. Establish and maintain relations with a portfolio of ECHO and EU agency donors to keep them informed about WHO's work on health emergencies, provide answers to their questions and advocate with them for funding. Support the organization of meetings with donors.

4. Collaborate with technical and grant management staff to develop/advise on proposals for funding for WHOs health emergencies work and manage the finalization and clearance of contribution agreements. Liaise with regional and country offices to provide input on donor engagement.

5. Contribute to WHO's participation in policy-level discussions shaping the humanitarian financing landscapes. Prepare resource mobilization presentations, proposals, briefing notes, and other relevant products to support the mobilization of financial resources.

6. Support resource mobilization for emergencies managed by HQ coordinating the three levels of resource mobilization. Provide resource mobilization “surge” support to regional and country offices as required.

7. Perform other related duties including replacing and backstopping as required.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in international or public relations, business administration, communications, social sciences or in other related domains.
Desirable\: Advanced university degree in one of the relevant domains. Studies in resource mobilization.

Experience

Essential\: At least 5 years of combined national and international experience in resource mobilization or in partnership management and proposal/report writing, project planning and monitoring, particularly in the context of donor reporting and relations.
Desirable\: Experience of work with or influencing funding systems, donor organizations and decision makers. Experience in health emergencies. Experience of working with ECHO and EU agencies.

Skills

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 59,151 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4170 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
