Job Location: Amman, Jordan with travel to Turkey
Reporting to: GOAL Syria Response Director
Start Date: Anticipated June 2018 (contingent on funding and donor approval and subject to change)
Contract Length: 3 years

General Description of the Programme:

GOAL Syria is seeking a Chief of Party (COP) for the anticipated USAID-funded Supporting Livelihoods in Syria project. This three-year project will seek to combine humanitarian assistance and development approaches to build resiliency at the household and community levels in Syria through strengthened food security and livelihoods opportunities. Areas of focus include strengthening market access, improved agricultural production, value chain development and market linkages. GOAL has been working in Syria since 2013 meeting humanitarian needs of people affected by conflict, and this project will form a key component of GOAL’s livelihoods programming.

Job purpose:

The COP will be responsible for overall strategic leadership of the project, including team management, operations oversight, technical direction, administrative coordination, and client relations. The COP is ultimately responsible for ensuring the project is implemented as planned and reaches its objectives. This is a remote management position, with project activities to be implemented in GOAL’s Area of Operations in NW Syria, and managed from Turkey and Jordan.

Duties, objectives and competencies

Strategic, technical, and administrative leadership

· Develop a clear vision and strategy for the project

· Guarantee appropriate technical leadership is in place to ensure high-quality project design and implementation

· Develop, maintain, and monitor Programme Implementation Plan

· Ensure that all donor and other compliance and reporting requirements are met in a timely manner

· Responsible for overall management of project budget and preparation of financial reports, working closely with GOAL finance team

· Work closely with GOAL Syria staff to ensure that project personnel, assets, finance, security, and communications are properly managed and coordinated

Team leadership and management

· Ensure clear roles and responsibilities for all staff, and oversee setting and monitoring of work plans for all staff.

· Direct line management of Deputy COP and of other key staff as needed.

· Supervise, train and guide staff, setting positive work culture and ensuring management and technical capacity to manage complex donor-funded projects

· Ensure that project staff are aware of and trained in GOAL Code of Conduct and all relevant GOAL policies

· Lead recruitment of project staff, in coordination with GOAL HR team

Coordination with all relevant stakeholders

· Maintain a positive, proactive and responsive relationship with USAID, working closely with GOAL Syria and HQ staff

· Working closely with GOAL Syria management team, Build, promote, and maintain positive and productive relationships with key stakeholders in NW Syria, including value chain actors, local civilian authorities, and humanitarian actors

· Ensure that project operations and activities are coordinated with other humanitarian actors working in NW Syria

· Communication about project activities and results to external forums as needed

Essential Requirements

  • At least 8-10 years’ progressively responsible experience in humanitarian, development, or other relevant field, including at least 3 years’ experience working in conflict zones
  • Strong team leadership skills, with minimum 5 years’ experience managing teams, and experience leading expatriate and local staff in conflict zones
  • Master’s degree in international affairs, social science, economics, agronomy, agricultural science or related field
  • Experience with agricultural support, livelihoods, and/or other market-based interventions in a development, humanitarian, or other setting
  • Excellent oral and written communication in English
  • Strong interpersonal skills
  • Demonstrable analytic skills

Highly desirable

  • Previous experience on programs implemented in Syria
  • Experience with agricultural support, livelihoods, and/or other market-based interventions in a development, humanitarian, or other setting
  • Previous experience managing programs in remote management situations
  • Oral and written communication in Arabic
  • Previous experience as COP or other high-level management role in US Government-funded programs, and/or management of large donor-funded grants in complex environments
  • Experience managing sub-awards or implementing partners

Our package includes a competitive salary, shared accommodation, health and travel insurance and 20 days annual leave. Additional benefits are available after 12 months of service. Salary range for this role is €50,000 to €55,000.
