Under the general guidance of the C4D Specialist (EPI/Polio) and EPI/Polio Coordinator in the NWZ and working closely with Head of Health and Nutrition Section (Somaliland), the C4D Officer will be responsible for supporting Ministry of Health and other implementing partners in the C4D activities for the polio emergency response and strengthening of routine immunization including accelerated disease control interventions. He/she will also provide C4D support to other MNCH programs as part of integrated health service delivery supported by UNICEF.

How can you make a difference?

Under the general guidance of the C4D Specialist (EPI/Polio) and EPI/Polio Coordinator in the NWZ and working closely with Head of Health and Nutrition Section (Somaliland), the C4D Officer will be responsible for supporting Ministry of Health and other implementing partners in the C4D activities for the polio emergency response and strengthening of routine immunization including accelerated disease control interventions. He/she will also provide C4D support to other MNCH programs as part of integrated health service delivery supported by UNICEF.

Key accountabilities/Deliverables:

The C4D officer will plan, implement and monitor the C4D activities, focusing on the positive changes on the health-seeking behavior of parents, caretakers and communities in order to enhance uptake and utilization of health services provided under health and nutrition. Responsibilities include, but not limited to, the following:

  • Actively participate in the development and implementation of C4D strategy for Health and nutrition, routine immunization and supplementary immunization campaigns.
  • Support micro planning, training, implementation and monitoring of the routine immunization and supplementary immunization campaign activities including, focusing on decreasing missed opportunities for vaccination services, increasing vaccine uptake among the nomads and reduction of vaccine refusal by individuals/communities.
  • Support the Government and implementing partners to collect, analyze and report C4D specific data for action.
  • Contribute to development of partnerships with implementing agencies, religious groups, traditional leaders, teachers, artists and other organized groups in the community through conducting local meetings, community dialogues to promote uptake of vaccination/health services.
  • Support coordination of C4D interventions among the stakeholders and attend relevant meetings.
  • In coordination with concerned government departments, conduct monitoring and supportive supervision using the defined communication activity’s indicators.
  • Conduct in-depth data analysis and develop C4D comprehensive report for each round of SIAs and for routine immunization.
  • Provide C4D support to emergency health interventions for strategy development, media outreach, vaccination campaigns and monitoring.
  • Document identified gaps, progress made, best practices and success stories from C4D activities in Somaliland

To qualify as a/an advocate for every child you will have…

  • University degree in Social Sciences, communication for development, health education and promotion or related technical field.

  • Two years progressively responsible experience in programme design, administration, monitoring and evaluation or related field.

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
