Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Education Project Officer is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
Purpose of the position: to supervise a day to day implementation of the ABE Project in all camps. The BEO should work closely with the Project Coordinator Education and provide technical support in education programming, planning, implementing, sensitizing, liaising as well as coordinating reports and training needs of Teachers instructors and their evaluation.
Generic responsibilities:
Ensure adherence with NRC policies, tools, handbooks and guidelines
Implement delegated ABE project portfolio according to plan of action
Prepare and develop status reports as required by management
Ensure proper filing of documents
Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
Promote and share ideas for technical improvement
The Officer should work closely with the Project Coordinator on all aspects of the project implementation:
In collaboration with the M&E unit, produce timely project monitoring reports
Identifying training needs of teachers/instructors and monitoring of them in the ABE Methodology.
Coordination of activities within and between ABE Centers
Collecting and compiling monthly reports from teachers, instructors and Center Administrators.
Assist in compiling the monthly report to be submitted to the M & E officer and the area manager
Responsible for the overall activities of NRC EiE activities in the ABE project by taking the lead and participating in monitoring and technical assistance of day to day implementation of the project;
Supervision of teaching learning activities by: organizing in-built supervision, regular feedbacks sessions to teachers, documentation of good practices as well as development and, documentation of success stories. Conducting continuous teachers training needs assessment as well as planning and facilitating trainings;
Establish in built supervision in all learning centers, develop a plan of action and document achievements to ensure the quality of direction and consistency of the ABE project under the EiE program;
Review student’s textbooks in collaboration with teachers, compile major problems of the curriculum, document findings and share among the teachers as well as equip teachers with skills on how to use reference books to support learning and monitor the utilization of reference books;
Prepare budget for trainings, curriculum development, community strengthening activities and organization of various events in school. Also, organize monthly review on activity implementation in line with educational indicators; disseminate information among school community on major progresses;
Assist Education coordinator in the adjustment and design of a comprehensive training packages and review existing curriculum of ABE and select additional reference books, train teachers on how to use reference books in line with ABE curriculum. Also, follow up teacher’s measurement and evaluation strategies and train teachers as needed;
Plan teachers need, initiate recruitment, conduct regular teacher’s appraisal, organize the profile of teachers as well as organize monthly review meeting among key education partners at camp level (ARRA primary school, Education committee, Education partners etc.) on plan vs achievement;
Liaison with relevant authorities and communities at field level.
Liaises with the Centre Management Committee (CMC) during follow up of learners and in mobilizing local resources to facilitate training.
Any additional tasks assigned by the line supervisors
A University Degree in Education with minimum of 3 years’ relevant experience in planning, managing, coordinating, and supervising educational projects such as youth’s education pack and teacher training.
Experience from working as a Project Officer in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Fluency in English, both written and verbal
Demonstrated understanding of the education policy and practices in Ethiopia,
Demonstrated high level of conceptual and analytical thinking skills and excellent strategic programme development skills in areas of Activity Based Learning and teacher training.
Skilled trainer with experience developing and delivering training to a varied audience, such as teachers, community educators, national staff and authorities.
A firm grounding in program activity Monitoring and Evaluation,
Strong proposal and project report-writing and team building experience and skills
Understanding of various donor’s requirement
Ability to work under pressure
