Context:

Under the overall supervision of the Emergency Coordinator and the direct supervision of the Site Management Sector Coordinator in Cox’s Bazar, Bangladesh, in coordination with other relevant coordinators, including the Technical Coordinator/Team Leader, and in support of the Inter-Sector Coordination Group (ISCG), the successful candidate will be responsible for coordinating and guiding the Disaster Risk Management (DRM) components within the Site Management and shelter sectors.

Core Functions / Responsibilities:

1. Co-ordination.

• Identify the technical expertise of the humanitarian partners and other key partners including provincial and district authorities in Disaster Risk Management response, and encourage them to share their information and plans with the rest of the partners. • Coordinate and/or support Disaster Risk Management related Working Groups and inter-sector initiatives.

• Ensure appropriate technical coordination with all humanitarian partners (including national and international non-governmental organizations (NGOs), the Red Cross/Red Crescent Movement, UN and other international organizations), as well as with national authorities and local structures.

• Ensure that relevant technical standards applicable to the ongoing response are formulated and agreed within the terms of reference and deadline set by DRM dedicated Technical Working Group (TWIG) and inter-sector coordination structures.

• Develop/update agreed response strategies and action plans on DRM and ensure that these are adequately reflected in overall Rohingya Refugee Crisis Response strategies. • Adapt relevant policies, guidelines and technical standards listed below to the context of the crisis and ensure that sector members are aware of them.

o Terms of Reference and tools for local DRM committees.

o Community mobilization plan.

o Community and awareness materials.

o Community Risks mapping tools and approaches and other community–based risks evaluation tools.

• Contribute towards dedicated contingency planning based on worst-case and most likely scenarios in terms of natural disasters and disease outbreaks.

3. Monitoring and reporting.

• Ensure adequate monitoring mechanisms are in place to review impact of the TWIG and progress against implementation plans.

• Ensure adequate reporting and effective information sharing amongst all partners including Site Management Support and Shelter / Non-Food Items (NFIs) agencies, other sector leads and Inter Sector Coordination Group (ISCG), desegregating data by age and gender. • Update the Sectors on status of work-in-progress and present final outputs/recommendations to Sector stakeholders in oral and written form for feedback and comment. • Provide technical reporting to the Site Management and Shelter-NFIs sector and government as required.

4. National/local authorities, State institutions, local civil society and other relevant actors. • Support Refugee Relief & Repatriation Commissioner (RRRC), the Deputy Commissioner’s (DC) Office and other relevant national government and local authorities in implementing their DRM activities and upholding them to their obligations that meet the identified priority needs. • Ensure that Disaster Risk Management responses build on local capacities, context specific strengths and national response capabilities.

• Ensure appropriate links with RRRC, DC, local civil society and other relevant actors (e.g. military) and ensure appropriate coordination and information exchange with them. • Promote the capacity building of relevant authorities regarding DRM. 5. Preparedness and Training Capacity.

• Work with the Site Management and Shelter-NFIs Capacity Building Specialists and other technical staff to promote and support relevant DRM training for NGOs, UN agencies, local government officials and members of refugee and host communities.

• Develop and deliver training and technical assistance and provide follow-up monitoring and quality control for DRM activities.

6. Information Management.

• Work with the sectors Information Managers to ensure the DRM activities are mapped out. 7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

• Master’s degree in Environment Science, Social Sciences or any Development Discipline related to Disaster Risk Management or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Combined field and headquarters experience in international organizations (e.g. UN agencies, INGOs, IOs, Donors, IFRC or ICRC);

• Extensive work experience in challenging environments and operational activities in disaster-affected areas;

• Knowledge of the UN System, and NGOs humanitarian community, with good knowledge of the humanitarian reform and coordination architectures;

• Proven facilitation and leadership skills, with experience in coordination roles; • Knowledge of camp coordination and camp management related technical guidelines, standards, and indicators is an advantage;

• Excellent communication and interpersonal skills; understanding of complex social-political environments; ability to work under extreme pressure in difficult conditions while maintaining security awareness; flexibility and focus on processes and their improvements; • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds; stamina, determination, commitment and adaptability in the workplace are required.

Languages

Fluency in English is required. Working knowledge of any local language is an advantage. Desirable Competencies:
