Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.


The Office of Safety and Security Coordination (NSOC) is located in the Office of the Deputy Director General, Head of the Department. Its mission is to ensure the technical consistency and effective coordination of the IAEA's activities in the nuclear, radiation, transport and waste safety and nuclear security programmes. NSOC comprises three Sections\: the Programme and Strategy Coordination Section, the Networks Management and Partnership Section and the Safety Standards and Security Guidance Development Section.

The mission of the Safety Standards and Security Guidance Development Section (SSDS) is to coordinate and support the departmental efforts to ensure that the IAEA’s safety standards and nuclear security guidance constitute a comprehensive, up to date, coherent and authoritative suite of internationally agreed and accepted references; to enhance the review-revision process with the implementation of a new information technology platform for the knowledge and content management of the whole series of safety standards and nuclear security guidance; to provide for the maintenance of the safety and security glossaries and to promote the worldwide harmonized use of the Safety Standards publications and Nuclear Security Series publications.


Main Purpose

Reporting to the Section Head, the Safety Officer supports the Departmental activities for the promotion of existing Safety Standards and Nuclear Security Series publications, the collection and analysis of feedback from stakeholders on these publications and the review, revision, approval and publication process for these publications.


Role

The Safety Officer\: (1) Adviser on the preparation of safety standards and other draft safety and security related publications in relation to the use of the NSS-OUI Platform, (2) Technical reviser reviewing draft safety standards and other draft safety and security related publications, ensuring the appropriateness of their characterization for the NSS-OUI Platform in term of metadata allocation and establishment of explicit cross-relationship; (3) Project manager planning and allocating access rights for the drafting, review, approval and preparation for publication of draft safety standards and other draft safety and security related publications applying the SPESS process.

  • Review draft safety standards and other draft safety and security related publications to ensure platform standards and requirements are met.
  • Allocate metadata and establish explicit cross-relationships for publications to ensure the appropriateness of the characterization of safety standards and nuclear security guidance for the NSS-OUI Platform.
  • Allocate access rights in the NSS-OUI Platform for the drafting, review, approval and preparation for publication of draft safety standards and other draft safety and security related publications.

Qualifications, Experience and Language skills

  • University degree in nuclear engineering or other relevant field.
  • At least five years of relevant experience in Content and Knowledge Management Systems.
  • Knowledge of the structure, content, relationship and style for the Safety Standards Series and for the Nuclear Security Series publications.
  • Knowledge of the SPESS system, particularly (1) the SPESS B manual for the drafting, review, approval and publication process for draft Safety Standards and draft Nuclear Security Series Publications and (2) the SPESS E manual on Knowledge and Content Management System, Feedback mechanism, NSS-OUI interface for the Review/Revision and Publication Process for the Safety Standards Series, the Nuclear Security Series and other NS publications.
  • Experience in establishing and operating Content and Knowledge Management Systems.
  • Experience in establishing, maintaining and using sophisticated concept-based ontologies.
  • Experience in tagging strategies and techniques.
  • Experience in using semantic IT technologies particularly in handling term-based.taxonomies (glossaries).
  • Experience in establishing and operating SharePoint process flows.
  • Experience in organizing and conducting training courses.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $59151 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 31705, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
