Under the overall authority and direct supervision of the Assistant Director-General for Education (ADG/ED), the incumbent will lead the Executive Office (EO) and supervise the provision of the following integrated management services, in cooperation with the relevant services, and provide advice and assistance to ADG/ED in preparing management strategies for the Education Sector. The incumbent will specifically be responsible for\:

 

General  management\: 

  • Provide  comprehensive  advice  and  decision-making  support  to  ADG/ED  with  regard  to  the  management  of  the  Sector’s Programme, budget, human resources, knowledge management and resource mobilization, ensuring follow-up of the ADG/ED’s decisions.
  • Lead the Executive Office in the plannning and distribution of assignments, establishing internal procedures ensuring improvement and monitoring, as well as evaluating staff performance, continuous training and development.

Supervision of monitoring and evaluation\:

  • Supervise the Unit for Strategic Planning, Monitoring, Institute and Field Cooperation (EO/SPM) to ensure proper preparation of the Sector’s contribution to various documents and reports (Medium-Term Strategy (C/4), the Programme and Budget (C/5), the reports of the Director-General to the Governing Bodies (i.e. General Conference and Executive Board) on the activities of the Organization and other relevant documents).
  • Monitor and evaluate the implementation of the Sector’s Programme and Budget (regular and extra budgetary), General Conference resolutions and Executive Board decisions; supervise the preparation of work plans to ensure quality reporting thereon in liaison with the Sector’s Divisions, other Sectors and the relevant  services; and ensure coherence between sectoral and field programming, human resources and budget support for Field Offices.
  • Supervise the preparation and implementation of the Sector’s evaluation plan.
  • Develop strategic partnerships and outreach opportunities, and foster intersectoral cooperation.  

Financial and human resources administration\:

  • Provide strategic advice to ADG/ED on the efficient use of the Sector’s regular budget and extra budgetary funds; and the Sector’s staffing. 

Oversee knowledge management services and education in emergencies\:

  • Supervise the Knowledge Management Services (EO/KMS) to ensure the provision of the Sector’s publications, information and documentation in all appropriate formats, as well as knowledge creation and diffusion/sharing activities for internal and external audiences.
  • Supervise the Desk for Education in Emergencies (EO/DEE) and oversee the coordination related to education in emergencies including support of Field Offices in this respect.

EDUCATION

  • Advanced university degree (Master’s or equivalent) in education, management, social sciences or related field.

WORK EXPERIENCE

  • Minimum 10 years of progressively responsible relevant professional experience in education at national and international level.
  • Experience in the field of strategic planning in an international organisation.
  • Experience working on the Organisation's programme and budget, General Conference and Executive Board, including their methods of work, rules and procedures.
  • Experience in advocacy, resources and partnership mobilisation.
  • Demonstrated experience in leading, managing and motivating staff and teams.  

SKILLS/COMPETENCIES

  • Knowledge of UNESCO’s Financial Regulation, Staff Regulations and Staff Rules.
  • Demonstrated strategic planning and management abilities, including the capacity to administer extensive programmes, financial resources and exercise appropriate supervision and control.
  • Sound judgement and decision-making skills.
  • Ability to identify key strategic issues, objectives, opportunities and risks.
  • Demonstrated organisational skills, including in establishing plans and priorities and implementing them effectively.
  • Institutional leadership capacity and high sense of objectivity and integrity, diplomacy, tact and political astuteness.
  • Ability to interact with a wide range of high-level partners and to participate effectively in high-level negotiations.
  • Excellent communication skill both orally and in writing,  ability to communicate effectively and persuasively and strong representational abilities.

LANGUAGES

  • Excellent knowledge (spoken and written) of English and good knowledge of French.

EDUCATION

  • Other degrees or short to medium-term training in disciplines relevant to the post.

WORK EXPERIENCE

  • Experience in the field of international relations and diplomacy, multilateral cooperation and development.

SKILLS/COMPETENCIES

  • Understanding of UNESCO’s strategic direction and familiarity with UNESCO’s scope.

LANGUAGES

  • Knowledge of other official UNESCO languages (Arabic, Chinese, Russian or Spanish).
