Under the overall supervision of the Regional Security Advisor (RSA), the Security Specialist / Analyst (SSA) will be responsible for assisting in the strategic management of regional operations and for providing analysis, guidance and assistance to the UNICEF security and humanitarian emergency response.

How can you make a difference?

The SSA will be responsible for coordinating a cohesive approach to security and emergency responses throughout the region by providing technical and analytical support to CO Security Advisers and emergency specialists within the Region. 

He/She will liaise closely with the Humanitarian team, UNICEF Country Offices and Security Advisors, UNDSS and other UN Security Personnel within the MENARO Region. The incumbent will be expected to travel up to 40% of working period.

  • Provide advice and assistance to the RSA and Regional Emergency Advisor (REA) on aspects of security, operations and emergency coordination throughout the region.
  • Monitor and analyze trends of security / political incidents that have the propensity to impact UNICEF operations, by developing early warning indicators to be used as a decision-making planning to by Senior Regional Management.
  • Consolidate reporting from Country Offices and provide an analysis in the regional context, highlighting the potential impact this may have on programme delivery. This includes support to CO’s in entering a CPD or as part of the new Emergency Preparedness Platform to carry out risk analysis including dedicated conflict analysis to inform preparedness and response.
  • Advise the RSA and REA on steps needed with regard to multi-country or regional geo-security environment and key political dynamics that have the potential to impact on programme delivery.
  • Establish favorable working environment with UNDSS SAs, FSCOs, and UNICEF Country Emergency Officers.
  • Develop briefing notes for regional management on emerging issues (upon request) and provide guidance with regards to country specific threats; prepares briefing materials such as periodic security threat information alerts, notices, warnings, and advisories on security threats for UNICEF senior management.
  • Contributes in preparation of emergency plans for a designated country or geographic area by conducting regional and country-specific threat and risk assessments.
  • Identifies, through field research of threat actors, the operating environment of UNICEF in liaison with internal and external security interlocutors;
  • liaises with other UN Organizations on the development of security threat information.

 

To qualify as a/an [champion or advocate] for every child you will have…

  • Education: Advanced University Degree in Social or Political Science, or a discipline related to Risk Management, International Relations, conflict analysis and resolution or equivalent formal training in security and risk management such as Military and/or Police Senior Command Staff College (9 months/ 1 year).
  • Experience: A minimum of 5  years of relevant professional work experience, with at least two years’ field experience of the UNSMS, proven crisis management and strong background in political and security analysis ideally in a regional context. Demonstrated analytical experience in the Middle East and North Africa highly desirable. Analysis /information capabilities from a police / military context would be considered an asset. Experience in working in a team responding to hostage taking would be an advantage. Experience in working in crisis / humanitarian response locations enabling programme delivery is required. Knowledge of Arabic is a distinct advantage.
  • Language: English and French are the working languages of the United Nations Secretariat. For this post fluency in English is required. Knowledge of Arabic language is an advantage.
