Purpose of the Job: Under the general guidance of the Social Policy Officer (NOB), the Programme Officer (Field Monitor for CCTE) is accountable for monitoring the implementation of the Conditional Cash Transfer for Education (CCTE) programme, engaging local authorities and other relevant stakeholders as needed and supporting the formulation and execution of measures to address the barriers and bottlenecks encountered in the field.

How can you make a difference?

We are looking for a dynamic, innovative, highly effective Programme Officer, who will be able to adapt and deliver results under pressure, working with both individuals and senior management teams and performing the below functions:

1.Programme Monitoring and Reporting

  • Review available programme information on an ongoing/daily basis (including statistics on applicants and beneficiaries in relevant provinces)
  • Visit 3 to 5 provinces/districts every month to help understand/address emerging issues
  • Support and monitor card distribution for the programme in selected sites every two months
  • Draft reports based on findings from site visits
  • Develop quarterly, monthly and weekly monitoring plans based on available information (and adjust these in a timely manner as needs evolve based on new developments)
  • Provide support during field missions
  • Attend the relevant ESSN/CCTE Taskforce Meetings to provide updates on the CCTE programme to partners
  • Prepare monthly reports explaining the opportunities and challenges faced in the field

2. Programme Coordination and Implementation

  • Coordinate with relevant WFP teams to maximize synergies between monitoring of CCTE and ESSN programmes
  • Build network and relations within local subsidiaries of Ministry of Family and Social Policy  (MoFSP), including Provincial Directorates of MoFSP and Social Solidarity and Assistance Foundations (SASFs); local subsidiaries of Ministry of Education (MoNE), including Provincial Directorates of MoNE and schools; local offices of Turkish Red Crescent and related/essential local counterparts such as district governorships, municipalities and NGOs in the field in designated areas
  • Coordinate with other relevant UN actors and NGOs as needed
  • Discuss emerging issues with UNICEF Ankara on a weekly basis
  • Support the development and execution of improvements in programme implementation based on findings from site visits
  • Undertake any other duties commensurate with the post that may reasonably be required

To qualify as an advocate for every child you will have…

- A university degree in Economics, Public Policy, Social Sciences, International Relations, Political Science, or other relevant disciplines is required.

- Minimum of one year of relevant professional work experience in social assistance programmes and working with refugees.

- Fluency in English and Turkish. Arabic, Farsi or Pashto would be an asset.
