Supervision received: The Monitoring Assistant will be directly supervised by the National Programme Officer and under the general supervision of the Head of Programme

ORGANISATIONAL CONTEXT:

At this level job holders are expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE:

To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

KEY RESPONSIBILITIES:

In particular, the Monitoring Assistant will be responsible, including but not limited to:

  • Participate in the design of assessments as part of the programme team; lead the assessment in targeted province/area including the work of the experts (engineers, technologists, CP monitors, participating local authorities, committees and communities);
  • Participate in the design of the project activities at the central level and lead the implementation of the project activities at province, district and local level;
  • Coordinate and monitor the implementation of the assistance programme at the local level, in close collaboration with the implementing partners;
  • Monitor and review the overall commodity movements such as food deliveries, storage, transport and distribution at the site and verify if the amounts received have been properly recorded, damaged or suspected to be damaged;
  • Supervise the efficient distribution of food items at the site and ensure proper distribution of entitlements and verify appropriate entitlements are distributed and provide feedback supervisors on the distribution;
  • Conduct regular meetings of province/district/community leaders, project committees and implementing partners on the project objectives, expected deliverables, lessons learnt, NFI and commodity requirements and pipeline, distribution arrangements, food entitlements and other relevant issues in line with the project activity plan;
  • Operationalize partnership at the province/district level; Ensure regular and constructive liaison at the province (assigned area) between targeted stakeholders (community level, engaging district level authorities and community leaders);
  • Capacity development for key project stakeholders through on-the-job and in-class training on the project implementation requirements and expected deliverables (central is project committees consisting of local authorities and their staff, community leaders, district level ministry of social development representative, CBOs, NGOs, representatives of other government institutions who are the member of the project committees);
  • Responsible for organizing all programme events (including trainings) at the targeted province/district level/local level;
  • Participate in the design of the plan of action of the project; Assist in the implementation of the plan of action, review achievement and constraints and provide feedback accordingly; analyse the project achievements and lessons learnt in the targeted province/area and present those to WFP internally, as well as external stakeholders (local authorities at province, district, local level) with the aim to improve project deliverables for the next cycle of project;
  • Assist the Programme management and implementing partners in encouraging women’s access to economic skills development and sensitizing public opinion on gender issues and gender focused activities;
  • Report periodically to the Programme management on relevant events regarding NFI and food management, distribution and other related issues;
  • Produce regular reports on the project implementation for the province authorities, as well as participate in the preparation of the reports to the Government by providing quality and timely information, as well as analysis of the situation;
  • Identify any apparent issues in the programme and report them to the appropriate personnel;
  • Participate and provide feedback for the lessons learnt exercises to improve the project deliverables;
  • Responsible for organization of bi-annual province level workshops for committee members in respective province on project objectives, procedures, lessons learnt, achievements, roles and responsibilities;
  • Responsible for assuring documentation at project committee level are in order, including meeting protocols, in charge of drafting/proposing partnership agreements with local authorities and other stakeholders in respective communities;
  • Act as a project committee member and responsible for advocating WFP’s mission, raise awareness of communities about WFP’s role and project objectives, ensure synergies and partnership;
  • Supervise and train other personnel as appropriate;
  • Perform other related duties as required.

Skills and Competencies:

Ability to spell and write correctly in English; ability to maintain accurate and precise records and to interpret and analyse a variety of data and resolve discrepancies. Ability to work accurately and systematically. Ability to conduct community meetings, consultations, situation analysis. Ability in establishing partnership, advocacy and awareness raising.

Ability to perform detailed work and to handle a large volume of work quickly and accurately under time constraints. Courtesy, tact and the ability to work effectively with people of different national and cultural backgrounds.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders.
  • Has experience utilizing WFP monitoring and evaluation systems and standards.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Experience:

At least four years of progressively responsible support or secretarial work experience including at least two years in the field of accounting, transport, insurance, statistics, operations or other related field.

Language:

Fluency in English, Russian and Kyrgyz

Desirable skills:

Experience working in rural livelihood development project implementation, project information management and procedures in this area of work.
