The UNOPS South Sudan office helps a wide range of local and international partners improve the lives of the South Sudanese people by implementing infrastructure and procurement projects. All UNOPS operations have an increasing emphasis on developing national capacities and considering gender, environmental and community concerns. UNOPS is working in a range of sectors in South Sudan including: transport, education, health, post-conflict stabilization and emergency response.

Background Information - Job-specific

 The European Union and UNOPS have signed a contribution agreement for the implementation of the project entitled Zonal Efforts for Agricultural Transformation – Bahr el-Ghazal Agricultural Development (ZEAT BEAD) “Feeder Road Construction in support of Trade and Market development in South Sudan”. The project focuses on the construction and maintenance of approximately 150km of feeder roads in Lakes, Warrap, Northern and Western Bahr el-Ghazal States of the Republic of South Sudan. The project will also incorporate the implementation of a maintenance and capacity building program with the State Ministries of Physical Infrastructure and local contractors, as well as community engagement and labor intensive support activities. The objective of the project is to improve rural livelihoods by providing sustainable access to agricultural markets using appropriately engineered infrastructural approaches.

Functional Responsibilities

Under the overall supervision of the project Manager, the incumbent is required to perform the following duties and responsibilities:

Corporate M&E Responsibilities:

•       Provides relevant technical assistance to the Project Manager and the Training and Capacity Development Expert;

•       Assists in knowledge building and dissemination of lessons learned to the UNOPS office, national counterparts and other UN agencies.

Programme / Project M&E Responsibilities:

•       Initiate the development of the Programme/Project M&E strategy;

•       Develops an M&E Framework and Plan for the Project – this will also entail the preparation of an M&E validation workshop for all staff and partners;

•       Collects all relevant data and facilitates the implementation of feasibility and baseline studies where appropriate;

•       Develops a field monitoring plan based on agreed upon progress and target indicator sets;

•       Reviews periodic technical reports of projects, provides appropriate comments and prepare consolidated annual reports;

•       Assists in problem solving and the development of remedial actions ensuring that any disparity between planned and actual outputs are addressed;

•       When required, provides technical support and training to UNOPS partners to strengthen M&E systems, including the development of sentinel surveillance systems, the recommended reporting and monitoring formats & guidelines or/and provides any on-site support, and, if required, develops an M&E capacity strengthening strategy plan for implementing partners;

•       Facilitates the implementation of regular and periodic project evaluations;

•       Performs any other tasks as requested by the supervisor.

 Monitoring and Progress Controls

  • Develops and distributes performance reports related to M&E. Regularly reviews project status, evaluating performance criteria (scope, cost, schedule and quality);
  • Develops and manages corrective action plan;
  • Evaluates performance and initiates change requests as required

Final Product

  • Prepares and issues regular reports in accordance with supervisor’s guidelines;
  • Maintains diaries and progress reports as required by UNOPS standard procedures.

Education/Experience/Language requirements

Education

  • Bachelor's degree in business administration, development studies, management, social sciences or related field required;
  • Secondary Diploma with additional 4 years of relevant experience may be accepted in lieu of the Bachelor’s Degree requirement;

Work Experience

  • Minimum of 2 years of relevant experience in the areas of M&E is required;
  • Experience in development work in remote areas highly desirable;
  • Experience in report writing is essential;
  • Experience in USAID/EU M&E is an asset;
  • Experience of working with local counterparts in building their capacity is desirable.
  • Experience in road construction and capacity building will be an asset

Language

  • Fluency in written and oral English is required;
  • Knowledge of Arabic language desired

Contract duration:12 months initially, renewable subject to satisfactory performance and funding availability This is a local position, therefore it is open to the nationals of South Sudan and applicants who have a valid residency work permit to work in South Sudan
