Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Ukraine supports the government and civil society in advancing gender equality and the implementation of national and international gender equality and women’s rights commitments. The Country Strategy of UN Women Ukraine (2018-2022) covers the following thematic areas:

  • Making gender equality priorities central to national reforms, governance, planning and budgeting
  • Ending violence against women and girls; and
  • Strengthening implementation of the Women, Peace and Security agenda

The Country Strategy of UN Women Ukraine has a strong focus on women facing multiple and intersecting forms of discrimination with the objective to build their human rights awareness, as well as capacity to effectively advocate for their needs in national and local development planning and budgeting, as well as gender-responsive recovery.

UN Women, in partnership with UNDP, implements the Joint Project on “Restoration of Governance and Reconciliation in Crisis-Affected Communities of Ukraine” funded by the European Union (EU). The Project is being implemented in 20 communities in government-controlled areas of Donetsk and Luhansk oblasts and supports the implementation of gender-responsive decentralization reform. The project applies a human-rights based approach and the Sustainable Development Goal (SDG) principle “leave no one behind” to address inequalities and discrimination; meaningfully involving beneficiaries, including women’s groups, and responding to the needs of the most excluded women, including those facing multiple and intersecting forms of discrimination.

The project aims to: improve regional and local government capacity in inclusive and gender-responsive recovery and development planning and service delivery; and enhance the capacity of gender equality advocates and women affected by conflict especially from vulnerable groups through community mobilization for empowerment to demand accountability and transparency in local decision-making processes. The project supported women with disabilities, as one of the vulnerable groups, to conduct the first ever Gender Accessibility Audit in Kramatorsk city of Donetsk oblast. The Gender Accessibility Audit covered eight public buildings including social, health and education facilities, and was conducted by women with disabilities themselves. The Audit findings identified the information and architectural barriers, which restrict access of women with disabilities to public services, and cause their social isolation, marginalization and exclusion. The project has equipped women with disabilities with knowledge and skills for evidence-based advocacy; and supported their advocacy efforts with local decision makers based on the audit findings. These efforts resulted in inclusion of the priorities identified by women with disabilities into Programme on Accessibility of the Kramatorsk city and budget allocation in the amount of 6 million UAH (USD 214 K) for 2018. 

UN Women intends to scale up the application of Gender Accessibility Audit methodology in the process of decentralization. UN Women will develop the toolkit on Gender Accessibility Audit and share it with local authorities, and women with disabilities in the county. In addition, Gender Accessibility Audit toolkit will be shared with the U-LEAD programme[1] that supports decentralization reform in Ukraine (country wide). This will be meaningful for sharing and further disseminating the Gender Accessibility Audit methodology to other regions of Ukraine.

UN Women seeks to hire a National Consultant to develop the toolkit on Gender Accessibility Audit; and to strengthen the capacity of local authorities, women with disabilities and representatives of EU-Lead programme on applying the Gender Accessibility Audit toolkit in local development.

Duties and Responsibilities

Scope of Work/Duties and Responsibilities       

Under the overall guidance of the UN Women Country Programme Manager/Head of Office, and direct supervision by UN Women Programme Specialist, the National Consultant will be responsible for the following tasks:

  • Develop the work plan with timeline (1 working days).
  • Develop the Gender Accessibility Audit toolkit based on the international standards and the accessibility requirements of the national legislation[1]. The toolkit should provide a methodology including key approaches and instruments for conducting the Gender Accessibility Audit (28 working days);
  • Provide trainings on the rights of women with disabilities and Gender Accessibility Audit toolkit for the following stakeholders: authorities from eight Amalgamated Territorial Communities in Donetsk and Luhansk oblasts; women with disabilities in these two oblasts and representatives of EU-Lead programme. This task includes at least 5 field trips to the target regions (16 working days);
  • Submit the final report (5 working days).

Assignment Deliverables:

  1. Deliverable 1- Submitted work plan and finalized Gender Accessibility Audit toolkit – by 10 April 2018;
  2. Deliverable 2- Conducted at least 5 trainings on the rights of women with disabilities and Gender Accessibility Audit toolkit (to the above-mentioned stakeholders) and submitted final report in Ukrainian language – by 10 May 2018.

The Consultant is expected to work from home and conduct field trips as required. The consultant will be provided with project related necessary materials and technical assistance by UN Women during the implementation of the assignment. 

Performance evaluation:

Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager, which will also be the basis for payment on a delivery-by-delivery basis to the consultant.

Financial arrangements:  

Payment will be disbursed in two installments upon receipt of the deliverables (as per above matrix) and their certification by the UN Women Programme Specialist that the services have been satisfactorily performed.

Required Skills and Experience

Qualifications Education:

  • BA/BSc degree (or equivalent) in in social sciences, technical field or other related area

Experience:        

  • A minimum of five years of experience supporting evidence-based disability advocacy initiatives including special focus on rights of women with disabilities;

  • Knowledge of international standards and requirements of the national legislation for accessibility;

  • Experience in conducting accessibility audits;

  • Proven knowledge of international and national human rights, gender equality and women’s empowerment mechanisms and instruments;

  • Experience of organizing the trainings, workshops, including with the members of government, CSOs, etc.

  • Previous professional experience with development agencies and the United Nations would be considered an asset.

    Language and other skills:

  • Fluency in oral and written Ukrainian and Russian languages.

  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.

    Evaluation of Applicants:

    Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria 70% of total evaluation – max 70 points for technical criteria. Total max 70 points:

  • The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on a desk review and the following technical qualification evaluation criteria:

Criterion A – Relevant education:

  • BA/BSc degree (or equivalent) in (10 pts- Master’s degree; 9 pts- Bachelor’s degree)

Criterion B – Language skills:

  • Fluent in Ukrainian, Russian- 10 pts;

Criterion C – Relevant Experience with total for all of the following criterion (50 pts) including:

  • Experience in supporting evidence-based disability advocacy initiatives, including special focus on rights of women with disabilities – 20 pts;
  • Knowledge of international standards and requirements of the national legislation for accessibility – 15 pts.
  • Experience in conducting accessibility audits- 10 pts.
  • Experience of organizing the trainings, workshops, including with the members of government, CSOs- 5 pts.

Total Obtainable Score – 70 points.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.

  • The total number of points allocated for the financial/price component is 30.

  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

(S - score received on financial evaluation; Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).

The candidate’s application should include:

  • Proposal. The financial proposal shall specify?a total lump sum?amount with a breakdown of a daily professional rate per number of anticipated working days to include all costs including field trips maximum up to 5 days in Donetsk and Luhansk oblasts (travel, accommodation, telephone, etc.).
