Back ground and justification

The Kingdom of Lesotho is a small least developed mountainous landlocked country within South Africa with about 2 million population. About 57 per cent of the population live below the national poverty line. The country is considered a low human development country given its rank at 158 out of 186 countries on the UN Human Development ranking. Of the total population, more than 41 per cent are children under 18 years of age. A large number of them are deprived of the opportunities to grow up with full potential.  According to the Child Poverty Study 2011, 40 per cent of the children were living in income poverty and 52 per cent in multidimensional poverty  deprivation of health, nutrition, education, water, sanitation, shelter and information-with 33 per cent in severe deprivation. If this trend continues, the country will not be able to achieve its SDG targets because children holds the key to the development. Thus, this situation calls for Government's action to reverse the trend, ensuring children's access to basic social services to grow with full potentials.  

Public budget of a government is the most powerful social and economic policy instrument and plays a central role in the lives of each and every citizen including children. Public budgets are derived from and spent for citizens. Poor and low-income citizens including children are the primary beneficiaries of Government budget. To reap the benefit of the budget for children and their families, budget allocation and expenditure process needs to be participatory, transparent, accountable and equitable. This is a prerequisite for a national budget to be effective for all citizens. But this does not happen automatically. Budget to be effective, it is vital that both policy makers and citizens individually and in groups monitor the allocation and expenditure of the national budget. To effectively monitor the budget and ask right questions, they need to understand national budgets, and have access to information and processes that will allow them to hold the decision makers and service providers accountable for the use of public funds.

Lesotho is one of the weakest countries in Sub-Saharan Africa Region in terms of budget transparency, participation and accountability. Why is this so? One of the key assumptions is both policy makers and citizens do not have adequate understanding on the national budget; so they do not monitor. Consequently, it results weak transparency, participation and accountability in national budget. This bottleneck needs to be addressed urgently to make sure available national resources are used efficiently and effectively for realizing the rights of children while the country has been experiencing dramatic down-turn in development financing.

UNICEF is mandated by UN General Assembly to support national and sub-national Government to strengthen the capacity of policy makers and citizens to enhance, participation, transparency, accountability, quality and size of investment in children and their families. Article 4 of the UN Convention on the Rights of the Child (CRC) justifies UNICEF role in supporting the Government. States Parties shall undertake all appropriate legislative, administrative and other measures for the implementation of the rights recognized in the present Convention. With regard to economic, social and cultural rights, States Parties shall undertake such measures to the maximum extent of their available resources and, where needed, within the framework of international co-operation

UNICEF Lesotho, thus, intends to support the Government in enhancing the knowledge of parliamentarians and citizens on budgeting process and budget monitoring for children. This TOR has been prepared to recruit a consultant to develop a two-day training manual on PF4C and conduct the training for parliamentarian in local language. 

2. Objectives

Prepare a training manual on PF4C for parliamentarians and civil society and conduct a two-day training for parliamentarians.

Content of the training: the training manual include 11 sessions or module including 11 broader areas: (1) Situation of children in Lesotho; (2) Governments obligation to realize children's rights; (3) Means to realize children's rights- social budgeting and child budgeting (including different elements principles such as equity, participation, transparency, accountability, efficiency and effectiveness; and progressive scaling up); (4) Rationale for investing in children or child focused budgeting; (5) Budget cycle and budget processes; (6) Budgetary Challenges; (7) Linking policy to the budget; (8) Linking budgets to performance: budget structures; (9) Budget monitoring; (10) Diagnostic tools; and (11) Value for money

Structure of each session or module: Each session or module will have the following structure

  1. Session title; (2) Session purpose; (3) expected learning output from the session; (4) Methods of conducting the session; (5) materials to be used; (6) time of the session; and (7) Content to be delivered in the session
  1. Methods to complete the assignment
  1. Preparation of the manual: Review existing literature related to public finance and public finance for children and verify the contents with relevant stakeholders (Ministry of Finance, National Parliaments, and CSOs). The manual will be prepared in English.
  2. Training will be face to face in Maseru, Lesotho. It should be participatory, combining multiple instruction techniques (presentations, group work, role play, video/audio, etc.)

  1. Work relationships:
  • Consultant will work independently;
  • Work of the consultant will be supervised by the Chief of Social Policy;
  • The Consultant can interact with the supervisor be by email, skype and/or phone calls as appropriate; and
  • Consultant will consult with relevant stakeholders if needed when prepare the manual.
  1. Payment schedule: The payment is a lump-sum upon completion of the training and submission of the final report.
  2. Required qualifications, technical background and experience (individual/institutional)
  • Advanced degree in Economics or Public Financial Management or Development Studies;
  • Minimum ten (10) years of progressively responsible relevant work experience in Public Finance Management;
  • Experience in training manual preparation and facilitation of training;
  • Previous experience with UNICEF and familiarity with Lesotho PFM are added advantages;
  • Good knowledge of social sector programmes and UNICEF work; and
  • Excellent writing and presentation skills.
  1. Conditions
  • The candidate selected will be governed by and subject to UNICEF General Terms and Conditions for individual contracts.
  • The consultant will perform the work using own resources (e.g. computer, internet connection) and UNICEF will not provide working space.
  • The consultant must submit lump-sum fee for the consultancy.
