Background

In January 2018 the Peace Building Fund has approved a project for Boosting the Media sector for peace and stability in Guinea-Bissau.

This project aims at doing a timely, strategic, and integrated intervention in the media sector to ensure that professionals and institutions are better prepared and equipped to make sectoral advances, promote accountability of public figures, and defend against attacks and dynamics of instrumentalization that further destabilize and erode the central role that journalism plays in democratic systems.

Specifically, the project will support strengthening the governing bodies of journalists associations through democratic internal elections and finding solutions for their financial sustainability. In addition the project will encourage those organizations and a future association of media owners and managers to cooperate among them, through consortiums and/or purchasing centers to look for cost sharing solutions to improve financial health of the sector, and consequently their independence.

In this context, the Project will support the organization of the Guinea-Bissau Journalists’ congress scheduled to take place between 15 and 16 March in Bissau. The main goal of the congress is to elect new governing bodies of the journalist’s Union – SINDJOTECS -, ensuring democratic representation of journalists, defense of the profession and sustainability of the Union. 

Duties and Responsibilities

Under the guidance of UNIOGBIS Head of the Public Information, in coordination organizing committee for the Congress, the Consultant on associativism in the media sector will:

  • Support the congress organizing commission with the preparations for the congress (10 days ahead) and during the congress;
  • Facilitate one session on financial sustainability of the journalists union with the participation of foreign guests from neighbouring countries journalists’association/unions.

Compile/tools/materials to assist journalists during and after the congress

Competencies

  • In-depth knowledge of media sector current challenges and innovative solutions in cost-sharing;
  • Knowledge of national and regional media policies;
  • Excellent planning and organizational skills;
  • Excellent team work and consensus building skills.

Required Skills and Experience

Academic qualification:

  • Bachelo's Degree in Social Communication or other relevant field.

Experience:

  • Proven track record of at least seven years of professional practice as a journalist and as a member of a journalists union or a similar professional organization/union.

Language requirement:

  • Strong written and spoken skills in Portuguese and English

Required documents:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Proposal:

  • Explaining why they are the most suitable for the work;
  • Provide a brief methodology on how they will approach and conduct the work (if applicable).

Financial proposal

  • Personal CV including past experience in similar projects and at least 3 references
  • Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight - 70%

* Financial Criteria weight - 30%

Only candidates obtaining a minimum of 70 points would be considered for the Financial Evaluation

Evaluation criteria:

  • Criteria A: Education background - 10 pts;
  • Criteria B: Experience as defined in the ToRs - 15 pts;
  • Criteria C: Competences as defined in the ToRs - 10 pts;
  • Criteria D: Understating of the ToRs - 15 pts;
  • Criteria E: Methodology and overall approach - 30 pts;
  • Criteria F: Overall quality of the proposal (Comprehensiveness, structure, language and clarity - 20 pts.
