PROJECT SUMMARY:

The “TB Innovations and Health Systems Strengthening” project is a 5-year USAID funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection and treatment. The Activity will identify and help implement proven approaches to improve TB prevention, increase TB case detection rates, decrease default rates, and increase TB treatment success rates and TB cure rates.

JOB SUMMARY:

Performs accounting and financial duties for a department or unit. Performs audit function to assure accuracy and compliance with internal and external regulations. Selects and applies established procedures appropriately. Updates supervisor on status of projects as required.

DUTIES AND RESPONSIBILITIES:

• Work closely with finance staffs in the country office as well as Asia Pacific Regional Office, Prepares, tracks and reports on program’s fiscal year budget, disbursement of funds, accounting and documentation of expenditures and financial reporting expenses
• Conducts pre-audits on vouchers, invoices, travel expenses reports and all supporting documents for all payments related to activities funded in Philippines. Verify proper account codes have been recorded.
• Handle and monitor petty cash requests and payments
• Handle and maintain bank account opened active, pick up bank statement on a monthly basis
• Maintain finance files related to project
• Prepares cash flow request and provide to APRO Finance Unit on monthly basis
• Support Senior Finance Office on pre-award and site visit reviews, assist with development of sub-recipient budgets and training of sub recipient fiancé staff, review monthly financial report (MFR) and follow up on issues identifies through field visits and MFR reviews
• Works with project leaders to resolve problems associated with monthly expenditures and project budgets.
• Perform other related duties as assigned.

CONTRIBUTION:

• Creates, updates, and maintains financial spreadsheets
• Assists with monitoring budgets
• Communicates regularly with study investigators in the field regarding budgets
• Prepares financial guidance memos to field offices with special attention to recurring problems.
• Submits required/requested financial reports to donor(s).

KNOWLEDGE, SKILL, ABILITIES, EXPERTISE AND COMPLEXITY:

• Knowledge of generally accepted accounting, budgeting and fiscal control theory and practices.
• Knowledge of general office practices and administrative procedures.
• Excellent quantitative and analytical skills.
• Strong critical thinking and problem-solving skills.
• Demonstrated spreadsheet and database software skills.
• Ability to handle complex and confidential information with discretion.
• Ability to work well with others and verify and analyze financial data, identify errors and prepare reports.
• Works on problems of diverse scope that require analysis of data and evaluation of identifiable factors.
• Exercises judgment within generally defined practices and policies in selecting methods and techniques for obtaining solutions.
• Decisions made generally affect own job or specific functional area.

TYPE AND NATURE OF CONTACTS:

Frequent interaction with program, administrative and other staff, implementing agencies, and banks.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

Normal office working conditions and site visit to monitor sub-recipients as needed.

QUALIFICATIONS:

• Bachelor’s Degree in Accounting or Finance.
• Typically requires 3-5 years of accounting or finance experience.
• Articulate, professional and able to communicate in a clear, positive manner with client and staff.
• Must be able to read, write and speak fluent English; fluent in host country language as
• appropriate.
• Computer spreadsheet experience required.
• Prior experience working with international NGOs and government organizations will be an advantage
