Background

In 2013, UNDP and the Government of Kazakhstan formed a Secretariat for the Regional Hub of Civil Service in Astana (Hub). The Hub is an institutional framework and a platform for continuous exchange of knowledge and experience in the field of civil service, consisting of 38 participating countries and several international organizations. Through the Regional Hub for Civil Service in Astana, participating countries will be engaged in exchanging and testing up-to-date knowledge, which will build capacity, generate innovative solutions and contribute to global agendas on civil service excellence. As a result of the project, civil service institutions in participating countries will be strengthened and capacitated to enable the effective implementation of national development plans and achieve their human development goals. The project employs knowledge management, Europe-Asia (South-South), and triangular partnership approaches. The goal is to contribute to the establishment of modern, effective and sustainable civil service systems that meet society’s expectations for responsive and transparent public institutions.

 Under the overall guidance of the Portfolio Manager/Team Leader and day-to-day supervision of Project Specialist on Partnership, the incumbent will be assisting in implementing the partnership and communication strategy of the Hub. Partnership and Communications Assistant will work in close collaboration with the research and capacity building teams, UNDP CO and Government officials, media representatives, international and local stakeholders, and civil society ensuring successful Hub’s communication and partnership strategy implementation.

Duties and Responsibilities

The Partnership and Communications Assistant will work under the overall guidance of the Portfolio Manager/Team Leader and day-to-day supervision of Project Specialist on Partnership will be assisting in implementing the partnership and communication strategy of the Hub.

The specific tasks of the Partnership and Communications Assistant include the following:
Launches and campaigns
• Assist in implementation of campaigns to local and regional media that position the Hub and influences the development agenda based on current programme and new initiatives.
• Assist in promotion and dissemination of corporate advocacy materials for launching flagship initiatives and knowledge products.
• Help to create, promote and maintain public information campaigns on Hub’s activities, in association with other staff from UNDP Communications team
Outreach
• Assist in effective maintenance of close contacts with, government officials, multilateral and bilateral donors, civil society and private sector for implementation of the communi-cations strategy, organization of roundtable discussions, press conferences, briefing ses-sions, interviews, launches, etc.
• Assist the Partnerships Specialist in maintaining relations with the Hub’s participating countries and partners
• Assist in designing regular newsletters to partner organizations, media to support projects

Public information
• Provide effective responses to inquiries for public information materials.
• Provide effective responses to the media requests for information/interviews/articles and views.
• Assist in effective implementation of the Hub’s communication and partnership strategy.
• Timely delivery of tasks approved by the Portfolio Manager/Team Leader in accordance with the work plan.
  
Furthermore, UN Youth Volunteers are required to:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Reflect on the type and quality of voluntary action that they are undertaking, including par-ticipation in ongoing reflection activities;
• Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Youth Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Competencies

Required Skills and Experience

Qualifications/Requirements:

  1. Applicants should be at the age under 29 years old.
  2. Bachelor’s degree in social sciences, international relations, political science, economics or a related field.
  3. Good communication and advocacy skills, and ability to work in an environment requir-ing liaison and collaboration with multiple actors including government representatives, donors and other stakeholders;
  4. Ability to work to tight deadlines and to handle multiple concurrent project components;
  5. Good computer skills (especially Microsoft office applications) and ability to use infor-mation technology as a tool and resource.

Language:

          Fluency in English, Kazakh and Russian.
