DanChurchAid (DCA) is looking for an experienced Disaster Risk Reduction and Shelter - Programme Manager to lead our DRR and Shelter activities in Cox’s Bazar, Bangladesh.
DCA is a Danish humanitarian, non-government and non-profit organisation that has been working in Bangladesh since 1980s. As a response to the influx of Rohingya refugees from Myanmar, DCA together with its local partner responded through the provision of emergency relief, WASH and setting up women safe spaces. DCA is now setting up its GBV programme through direct implementation. In addition, DCA is expanding its coverage with shelter and disaster risk reduction support for Rohingya communities. DCA is developing a multisectorial approach with GBV at the center of the response. The DRR and Shelter intervention of DCA is particularly relevant in the challenging context of the Rohingya refugee crisis with the upcoming cyclone season that could severely affect refugees considering the disaster-prone areas where they are located and their makeshift shelters. DCA has ensured its recognition and acceptance in Cox’s Bazar and is focusing on ensuring a qualitative programming to alleviate the suffering of the most vulnerable refugee households.
The DRR and Shelter – Programme Manager will be the technical lead on DCA’s activities within the field of DRR and Shelter in Cox’s Bazar. S/He will ensure that interventions are technically sound, take into account international best practices, and are appropriately meeting the needs of refugees in the targeted Rohingya sites. The DRR and Shelter programme manager will be based in Cox’s Bazar with frequent travel to the field sites to support DCA’s frontline workers.
Key duties and responsibilities
Technical Lead
Lead the development of the strategy for the DRR and Shelter response to the Rohingya crisis in Cox’s Bazar
Provide technical leadership on DRR prevention and response programming, supporting and empowering DCA staff to creative, effective and comprehensive programming
Provide technical support on the design of services and activities in the designated intervention areas and support DCA staff and partner organisations through training and monitoring
Develop and conduct / facilitate trainings for partners and DCA staff on relevant topics
Provide technical support to ensure programme quality, inclusive of regular technical monitoring
Programme Management
Ensure planned programme activities are in line with the budget and executed in a timely manner
Work with Logistics to procure programme supplies within programme budgets
Work closely with the Area Manager and other managers and officers to understand programme goals and to meet expectations
Set programme strategies and a work plan in coordination with other staff members to determine operational needs
Analyze trends regarding DRR and Shelter and develop/adjust programme strategies to meet needs
Contribute to production of proposals for any new projects
Ensure appropriate field monitoring and supervision of DCA teams and volunteers
Identify local partners and points of service and support for individuals in need of protection assistance
Work in collaboration with the Protection partners to establish/reinforce appropriate community outreach and support structures as well as establish and/or reinforce referral pathways and appropriate DRR and Shelter response
Organise and lead trainings for partner organisations working in various sectors
Support the development of strategies for community mobilisation around DRR and Shelter
Compile monthly and quarterly reports on time and with accurate data
Ensure appropriate M&E system is in place for the DRR and Shelter activities and supervise the data collection and analysis
Team management
Recruit and train DRR and Shelter Programme Staffs to implement activities (including volunteers in the field)
Directly supervise DCA DRR and Shelter team under current UNICEF and DERF projects and future projects
Supervise and mentor staff working for the project at the office and in the field
Develop support strategies for DRR and Shelter staff and volunteers and introduce principles of self-care
Provide technical and programme management trainings for staff and volunteers
Coordination and Representation
Coordinate with UN, government and NGO partners to ensure well-coordinated prevention and response activities in Cox’s Bazar and in the field through the site management meetings
Actively participate in Shelter and site improvement coordination sectors and relevant task force meetings for collaboration and programme planning and contribute to joint action plans
Work with partners and community members to monitor and strengthen DCA presence and intervention and a unique collaboration in the field
Coordinate with other sector actors and working groups to ensure GBV integration
Maintain positive working relationships with all partners
Other duties as assigned by the supervisor to enable and develop DCA programmes
Prevention of Sexual Exploitation and Abuse
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards
Qualifications
MSW, MA/S, MPH, or equivalent in health, social science, humanities or other related degree
At least 5 years of overseas experience, including substantial management experience in DRR, Shelter and at least
Previous experience in programme and budget management
Previous experience with supervising and managing a multi-disciplinary team in a cross-cultural setting
Previous experience in emergency preparedness and response
Demonstrated experience in capacity building and mentoring of national and international staff
Demonstrated experience in grant management and proposal writing
Excellent computer skills in programmes such as: MS Word, Excel, PowerPoint (required) and in construction and engineering software (preferred)
Capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others
Personal qualities: Team player, flexible, network-builder, able to handle pressure well
Fluency in English and/or (other languages) required
