NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is assisting displaced communities in Lebanon since 2007, and established its Information, Counselling and Legal Assistance (ICLA) programme in March 2012. ICLA activities focus on refugees from Syria, including Palestinian refugees from Syria, but also provide services to Palestinians in Lebanon, and cover legal protection challenges in the areas of civil documentation, legal residency and housing rights. NRC ICLA teams operate throughout the North, South, Bekaa and Beirut/Mount Lebanon, and are supported by a national technical team in Beirut. In addition to the delivery of legal services in the field, NRC engages in evidence-based advocacy on legal protection issues and actively contributes to the work of the protection sector and wider legal service community in Lebanon. Within ICLA’s range of activities, the Palestinian Response focuses on access to rights and protection for Palestinians in Lebanon, particularly related to property and housing rights, and selected civil documentation challenges.

  1. Role and Responsibilities:

    The Information, Counselling and Legal Assistance (ICLA) Coordinator for the Palestinian Response position based within the NRC ICLA national team in Beirut, will provide the lead on ICLA’s Palestinian Response strategy and implementation, and will provide support on a countrywide approach that includes relevant activities in the South, North, and Beirut.

    Generic Responsibilities:

    1.  Adhere to NRC policies, guidance and procedures
    2. Contribute to the development of an updated ICLA strategy for the Palestinian Response
    3. Provide timely and relevant legal and technical support to field teams on issues related to civil documentation, property and housing rights affecting Palestinian refugees in Lebanon
    4. Ensure ongoing identification of protection concerns related to legal issues affecting Palestinian refugees in Lebanon
    5. Conduct research on selected legal topics to provide guidance
    6. Attend coordination meetings and thematic events at national level, as relevant and in coordination with the line manager
    7. Undertake field visits to identify challenges with legal service delivery and in addressing protection concerns
    8. Prepare and conduct presentations and briefings on legal protection issues affecting Palestinian refugees in Lebanon
    9. Support the development or revision of ICLA tools and guidance materials
    10. Liaise and network with authorities and civil society actors assisting Palestinians in Lebanon
    11. Liaise with NRC’s other thematic programmes within the Palestinian Response and strengthen synergies in programming and advocacy

       

      Critical Interfaces:

      By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Bachelor degree in law
  • Minimum 3 years of relevant job experience in a similar role, preferably within the humanitarian sector
  • Significant understanding of Lebanon’s humanitarian, political and socio-economic context, and main challenges affecting Palestinian refugees in Lebanon
  • Proven experience in coordinating activities and liaising with external actors
  • Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles
  • Experience in proposal and report writing and drafting
  • Strong presentation skills
  • Advanced computer skills
  • Proficient in Microsoft Office applications including Word, Excel, and PowerPoint
  • Fluent in English and Arabic, both written and spoken
