JOB SUMMARY

The ABA Rule of Law Initiative seeks candidates for inclusion in a long-term (2-years) Country Director position for the anticipated INL-funded Judicial Support program in Liberia. The Country Director will have overall field responsibility for in-country programs, will manage international and local staff, and will identify and develop program methodologies and strategies to meet program objectives. The Country Director is responsible for financial oversight of all programs and will lead donor-relations in-country. In cooperation with program staff based in DC, the Country Director will draft grant proposals and undertake fundraising in-country.

RESPONSIBILITIES

  • Manage and oversee ABA rule of law initiative office and activities in a foreign location, including ensuring compliance with host country laws and regulations and donor requirements, hiring and managing local staff, overseeing budget planning and implementation, and being accountable for business funds.
  • Oversee, help organize, and participate in substantive programming and activities, including developing and implementing project work plans, recruiting and managing volunteer legal specialists and workshop faculty, and convening and participating in trainings, workshops, legal assessments, and other activities. Perform required sponsor and/or ABA reporting, monitoring and evaluation.
  • Create and maintain strong relationships with local partners (e.g., local bar associations, law schools, NGOs, governmental entities), U.S. governmental officials (e.g., Ambassador, director of USAID mission), other international implementers, and current and potential field-based donors.
  • Serve as liaison for activities of other ABA programs/entities taking place in the country or region, including those of ABA officers.
  • Oversee and/or contribute to: memos relevant to ABA Boards/committees, newsletters, material for websites, and focal area requests.

QUALIFICATIONS

  • JD and 7 years or master's and 10 years relevant experience, including some international experience.
  • Experience or knowledge of legal reform issues in region or country where placed

PREFERRED QUALIFICATIONS

  • Experience in working with USG funded programs
  • Juris Doctorate in law, or equivalent, and at least 5 years of experience supporting rule of law programs; or master’s degree and 7 years relevant experience, including international experience;
  • Experience supervising or managing implementation of international rule of law programs and working with USG-funded programs;
  • Experience in post-conflict environments supporting public institution capacity development, demonstrated understanding of the function and challenges in judicial processes in post conflict settings;
  • Demonstrated ability to interact professionally with and mentor culturally diverse staff at all levels of seniority;
  • Flexibility to adapt to changing circumstances, to re-evaluate priorities, and to respond appropriately when circumstances evolve;
  • Fluency in English, excellent communication, negotiation, and interpersonal skills;
  • Consistently high level of professionalism, initiative, judgment and discretion;
  • Knowledge of the justice sector, legal system and socio-political context of Liberia is beneficial.
