The Geneva Centre for the Democratic Control of Armed Forces (DCAF) is dedicated to making states and people safer. Within SDC’s new program on citizen security in Honduras, DCAF has been given the mandate to continue to support the reform process in the security sector at national level. Resident Coordinator (Head of Honduras office) for DCAF’s programme supporting security sector reform in Honduras (100%)

The Resident Coordinator is expected to have strong security sector reform, governance and policy dialogue experience as well as excellent project management skills. The position will be based in Tegucigalpa, Honduras but responsible to the Head of the Latin America and the Caribbean Unit based at DCAF HQ in Geneva. This is a senior professional position for someone with at least 10 years work experience at an international level advising on or managing governance programs at an international level including experience from in Latin America and the Caribbean with a emphasis on institutional change management.

The incumbent will serve as DCAF’s local representative and team leader for the implementation of the above-mentioned component in SDC’s citizen security program. The incumbent will be working alongside the SDC office and local authorities in Tegucigalpa. The programme’s objective is to support the Ministry of Security and National Police of Honduras in improving their institutional integrity and effectiveness within a framework of human rights, gender and meritocracy. As part of the program, the team leader will be closely coordinating with the two other components of the program, i.e. with the Inter-American Bank for Development regarding strategic infrastructure investment and with a second mandatee that will be responsible for supporting reform implementation in SDC’s two priority regions Golfo de Fonseca and the Mosquitia.

Primary responsibilities:    

  • Lead all aspects of the implementation of the programme in Honduras in close collaboration with the project team on the ground, the SDC and DCAF LAC Unit.
  • Provide technical, strategic operational and policy advice to the SDC office in Honduras and national stakeholders.
  • Liaise and coordinate with the national authorities and stakeholders of security and justice sector, civil society, media, regional bodies and international stakeholders.
  • Liaise and coordinate with the other two components of SDC’s citizen security program.
  • Supervise, monitor and evaluate project implementation, including data collection, internal or independent evaluations, course correction or iteration.
  • Monitor, measure and provide written reports of political developments and programme results in Honduras.
  • Oversee execution of the approved budget.
  • Plan, develop, coordinate and deliver capacity building for security institutions and oversight actors (ministries, parliament, human rights commissions, ombuds institutions, media, civil society organisations, universities, and any other relevant oversight stakeholder).

Requirements and qualifications:

  • Have an impeccable record for integrity and professional ethical standards.
  • Proven management and leadership skills, with direct experience of managing development programmes.
  • A minimum of 10 years of professional experience leading policy dialogue, security and justice sector reform projects in Latin America and/or in other regions.
  • Demonstrated knowledge and expertise on SSR/G, including the provision of strategic steering/advice to reform processes.
  • Demonstrated experience in political dialogue, strategic and operational change management and results-based management.
  • Demonstrated experience in fragile contexts and with conflict-sensitive program management.
  • Proven sensitivity to issues of gender equality in SSR/G.
  • In-depth understanding of the political context in region, understanding of the security and justice sector in Honduras is an added advantage.
  • Experience in liaising with national authorities, security institutions, donors, embassies, and international organisations in the field.
  • Demonstrated experience in project planning and design, budget management, project implementation and monitoring and evaluation.
  • Excellent communications skills and a perfect command of written and spoken Spanish and English.
  • Advanced university degree (or equivalent) in international relations, peace and studies security studies, development studies, international law or other relevant fields.
