Background

‘Strengthening Community Resilience and Regional Cooperation for Prevention of Violent Extremism (PVE) in Central Asia’ project aims to contribute to prevention of violent extremism among young men and women, and its manifestations within Central Asia. It tries to break the vicious cycle of violent extremism by promoting social participation and economic inclusion (employment) of youth who should constitute a positive factor against radicalization and violent extremism. 
 
Four countries participating in the project include Kazakhstan, Kyrgyz Republic, Tajikistan, and Turkmenistan. UNDP Kazakhstan will act as the focal point, working closely with the respective UNDP Country Offices, UNDP Istanbul Regional Hub and UNDP Headquarters. UNDP will design and implement relevant in-country and sub-regional activities in close coordination with relevant partners, including UN agencies. 
 
The project will consist of three components. The first and second components will be implemented on the national level in four countries of Central Asia. The third regional component will be dedicated to knowledge accumulation and exchange on PVE among the five countries of Central Asia (the above four, and Uzbekistan).
 
The project is financed by the Government of Japan, in the amount of USD 6,15 Mln. Duration of the project is 30 months.  

Duties and Responsibilities

Under guidance of the Programme Analyst/ Head of Governance Unit, the Project Manager is responsible for the timely delivery and quality of project outputs and technical advice. S/he will ensure effective implementation of daily activities of the Project and compliance with appropriate UNDP policies and procedures.
 
The Project Manager supervises project personnel and works in close collaboration with the operations team, UNDP Governance Programme staff, representatives of participating UNDP COs, Government officials, technical advisors and experts, multilateral and bilateral donors and civil society ensuring successful implementation of the project.
 
The Project Manager will be responsible for overall coordination of project implementation in the four countries as well as implementation of in-country activities in Kazakhstan in accordance with the project document and approved work plan. The Project Manager is expected to closely cooperate with project counterparts, including the Ministry of Foreign Affairs of the Republic of Kazakhstan, Ministry of Labor and Social Protection of population, General Prosecutors Office, local authorities and other relevant parties.
 
With respect to overall coordination of the project activities in the Central Asia countries, the Project Manager is expected to:
  • coordinate and consolidate development of the project implementation plans;
  • coordinate reports from all participating countries for presentation to the donor and other relevant parties;  
  • ensure effective communication with national and local partners, Istanbul Regional Hub, PVE focal points, HQ;
  • coordinate implementation of the regional component of the project in close cooperation with Istanbul Regional Hub, UN agencies and other relevant parties; 
  • organize and/or coordinate regional events;
  • supervise research activities and elaboration of joint knowledge products;
  • build partnerships with state bodies, NGOs and international organizations;
  • perform other duties as required.
On the country level in Kazakhstan the Project Manager is expected to:
  • ensure smooth implementation of project activities and attainment of the overall project objectives as stated in the project document; 
  • coordinate all project in-country activities with the activities of national counterparts and other UNDP projects;
  • build, manage, and support relationships with national partners, provide partners with advanced technical assistance;
  • organize and conduct Technical Working Groups and Steering Committees;
  • perform other duties as required.
Project and Financial Management:
  • manage project team effectively by ensuring optimal workload distribution;
  • supervise work of project assistant, project consultants/sub-contractors, local consultants and conduct performance reviews in accordance with UNDP rules, regulations and procedures;
  • develop Terms of Reference for project personnel and consultants/potential service providers and ensure proper delivery of technical services and submission of technical and other reports;
  • draft annual project work plan in consultation with major project stakeholders;
  • comply with security and safety requirements and regulations and ensure the same are respected by all local consultants;
  • prepare and update work plans and budgets;
  • manage financial allocations, ensure timely payments in accordance with UNDP rules, regulations and procedures; generate Atlas reports, including combined delivery reports;
  • prepare procurement plans and oversee procurement and logistics for project implementation;
  • monitor and analyse the project environment and progress, using applicable M&E and risk management tools where relevant, and advise on timely readjustments of strategies and corrective actions as necessary;
  • produce periodical annual project progress reports and financial reports for the Steering Committee and donor;
  • provide regular updates on the project progress to the Programme Analyst/Portfolio Manager;
  • work closely with other UNDP Governance initiatives to ensure that the project is contributing effectively to overall performance of the UNDP Governance Unit.
Support to resource mobilization:
  • establish and maintain contacts and cooperation with the relevant UN Agencies, government institutions, bilateral and multilateral donors, private sector, civil society engaged in PVE;
  • undertake horizon scanning and explore opportunities for resource mobilization in consultation with the Programme Analyst/Head of Governance Unit;
  • support development of new initiatives and proposals to donors;
  • play an active advisory role on governance issues within the UNDP Governance team and in other settings as required.
Advocacy and Coordination: 
  • design and implement a communication strategy of the project;
  • ensure regular communication and coordination with project donor and partners and develop and maintain effective mechanisms for integrating and responding to their feedback and insights;
  • ensure careful selection of communication tools and tailoring the messages taking into account overall socio-political and development context in the countries of the region.

Required Skills and Experience

Education:
  • Master’s degree in social sciences, public administration or related field
Experience:
  • At least 3 years of substantive experience working in or directly related to project management;
  • proven record of theoretical knowledge and practical experience in the area of governance, local self-governance, community development, local economic development, job generation and youth engagement initiatives;
  • proven communication and advocacy skills, and ability to work in an environment requiring liaison and collaboration with multiple actors including government representatives, donors and other stakeholders;
  • maturity, excellent interpersonal, negotiation and team leading skills required;
  • proven project management skills, including managing large scale initiatives;
  • ability to work to tight deadlines and to handle multiple concurrent project components and competing priorities;
  • excellent computer skills with ability to use information technology as a tool and resource.
 
Language Requirements:
  • Fluency in Russian and English with proven drafting and presentation skills;
  • Knowledge of Kazakh is an asset.
