Background:

Situations of forced or voluntary displacement are often characterized by a lack of, or contradictory, information, which can easily put people further in harm's way. Refugee.Info (www.refugee.info/) is a digital platform built collaboratively by Mercy Corps and the IRC through which humanitarian organizations provide vital information on rights, laws, safe movement and services available to refugees, migrants and asylum seekers. The platform also enables refugees to engage in two-way communication through a moderated social media platform, linked closely to the main site and blog. Refugee.Info is a global initiative, deployed for the first time in the European crisis.

One of the largest barriers to accessing information for populations on the move is the inability to access WiFi networks. In addition to its information provision services, Refugee.Info also coordinates, through partners, the provision of WiFi hotspots in key locations along the European migration routes.

Purpose / Project Description:

The Refugee.Info Connectivity Consultant works closely with the Refugee.Info regional team and partners to provide sustainable WiFi access to beneficiaries in Italy. The Consultant is responsible for working with partners to maintain, monitor and troubleshoot WiFi networks; establish splash pages by configuring routers and access points to display the correct location-specific Refugee.Info page; and assist in any deployment or removal of equipment from active sites as needed.

The Consultant will:

Essential Responsibilities

  • Deliver working WiFi networks under the guidance of the Global Connectivity Manager.
    • Delivering WiFi networks includes, but is not limited to:
    • Site assessment;
    • ISP research;
    • Configuration;
    • Equipment installation;
    • Ongoing maintenance and troubleshooting.
    • Work with identified partners to configure their networks to display the appropriate Refugee.Info location-specific sub-page to all beneficiaries using the network.
    • Identify, diagnose and repair misconfiguration failures.
    • Identify potential connectivity partners.
    • Manage new and ongoing relationships with identified connectivity partners. This could include translation of documents.

Team Collaboration

  • Collaborate with the Refugee.Info Content team to ensure strategy and activities are aligned;
  • Ensure all Refugee.Info staff and partner staff are informed and involved in activities;
  • Use online tools and other modes of communication to consistently share information with other members of the Refugee.Info team;
  • Participate in all relevant meetings, workshops, strategy sessions, regular communications, etc.;

Expansion

  • Participate in identification of potential WiFi partners;
  • Conduct site assessments, go/no go decisions, etc.;

Consultant Deliverables:

The Consultant will:

  • Maintain existing Refugee.Info WiFi hotspots.
  • Conduct site assessments for new Refugee.Info WiFi partners.
  • Produce a monthly report for connectivity sites in area of operation that includes:
    • Current and planned installations;
    • Update on activity of partner organizations in operational areas;
    • Upcoming maintenance requests and travel locations;

Consultant Background

  • Intermediate/advanced knowledge of networking, LAN, WLAN and IT;
  • Excellent knowledge of Microsoft Windows OS, Google tools is a must;
  • Intermediate knowledge of Cisco Meraki/Ubiquiti systems is preferred;
  • 5-10 years experience required;
  • Excellent organizational and communication skills;
  • Highly motivated for working in non-commercial environments such as refugee sites, various facility and building types;
  • Good/excellent English language skills; Fluent Italian language;
  • Familiarity with migration/refugee dynamics and cultural sensitivity. Ability to understand and respect different cultures and viewpoints.
  • Physically fit and willing to work in challenging settings.

Timeframe / Schedule:
