RESOURCE MOBILIZATION OFFICER

Under the authority of the Director of the Bureau of Strategic Planning (BSP) and the direct supervision of the Chief of Section for Mobilizing Government Partner Resources (BSP/MGP), the incumbent will contribute to the core results of the Section (BSP/MGP) which includes the mobilisation of resources including coordination of consultations and formalizing cooperations in line with UNESCO’s rules and procedures and up stream guidelines on resource mobilization and cooperation with donors, as well providing backstopping of the resource mobilization efforts of Programme sectors, field offices and Category 1 institutes. More specifically the incumbent will\:  

  • Manage a portfolio of partnerships, soliciting contributions, providing donor stewardship, and negotiating funding agreements, to maximise resources. Build and maintain effective relationships with representatives of government donors through appropriate channels, and participate in regular donor meetings.
  • Provide advice to technical units, regional bureau, Institutes  and country offices as required in order to assist them to effectively manage and mobilise donor resources, including providing backstopping in the negotiation of funding agreements and advice on resource mobilization plans, as well as the initiation and follow up of resource mobilization initiatives.
  • Analyse data, identify resource mobilization trends and issues, and propose well-researched ideas to senior managers to increase funding from new and traditional donors and enable informed decision-making.
  • Contribute to efforts of the Section and the Bureau to build a strong enabling environment for resource mobilization, through the implementation of an approach to resource mobilization based on the Structured Financing Dialogue Principles (alignment, donor diversification, predictability, transparency), and through the ongoing refinement of guidelines, IT based programming tools, and systems for the programming and monitoring of extrabudgetary activities and mobilising of resources; contribute to the development of training material for staff members and the delivery of training and to reports and other documents for UNESCO's Governing Bodies.
  • Contribute to the design of advocacy and communication tools and materials for resource mobilization.

Education

  • Advanced university degree (Master’s or equivalent) in the field of Political Science, International Development, Development Economics, Business Administration, Marketing or other related field.  

Work Experience

  • Minimum of 4  years of progressively responsible relevant experience in fundraising and resource mobilization, of which at least 2 years acquired at international level.
  • Demonstrated experience in negotiating contributions and partnership agreements.
  • Proven experience in establishing and maintaining professional networks and partnerships with donors.
  • Experience in writing and producing material for partnerships/resource mobilisation, including policies, projects proposals and promotional material.

Skills/Competencies

  • Knowledge of UNESCO’s functioning including its rules and regulations, its programmes and priorities (programming cycle, medium-term strategy, country-level needs) and governance structures.
  • Proven ability to identify resource mobilization trends and issues to increase fund raising, with capacity to propose well-researched ideas and advise to senior managers for decision making.
  • Demonstrated ability to participate effectively in high-level negotiations and build/maintain partnerships with internal and external stakeholders including donors.
  • Strong analytical and problem solving skills.
  • Excellent organizational and coordination skills.
  • Excellent communication skills (written and oral) with proven ability to draft clearly and concisely, through the preparation of targeted written or visual communications material, presentations, and official documentation) to convey tailored messages.
  • Ability to work in a team and to maintain effective working relationships in a multicultural environment.
  • Excellent IT skills including knowledge of standard office software (word processing, spreadsheets etc.) including ability to extract and analyze information from IT based knowledge systems to support decision making and planning related to  resource mobilization.

Languages

  • Excellent knowledge of English or French and good knowledge of the other language.
