NRC in Afghanistan

The Norwegian Refugee Council (NRC) established operations in Afghanistan in 2003. Afghanistan remains a protracted and complex emergency. Conflict-induced displacement and recurrent natural disasters occur at the same time as ongoing return of Afghan refugees from Pakistan and Iran. We respond across Afghanistan, including in hard-to-access provinces, by providing  Information, Counselling and Legal Assistance, Education, Shelter, Food & Livelihoods, Camp Management and Emergency programmes.  NRC will  continue focusing on developing and delivering a response that integrates different core competencies, protection and advocacy to help provide durable solutions for displacement-affected persons. 

About the position

The Cash and Markets Adviser will help NRC Afghanistan design and implement its cash activities, as well as support the coordination of cash activities across the humanitarian community in Afghanistan.NRC Afghanistan’s cash activities are implemented across various core competencies – in particular Emergency (emergency multi-purpose cash distributions); Shelter (cash-for-rent and cash-for-shelter construction projects); and Livelihoods and Food Security (cash-for-food and cash-for-livelihood grants), as well as through Education (child sponsorship). The Cash & Markets Adviser will therefore work very closely with all these units– providing technical support on cash-specific issues such as contracting financial service providers, protection concerns related to cash distributions, collecting and analyzing post-distribution monitoring data, etc. for programme development and quality management.

NRC also co-chairs the Cash and Vouchers Working Group (CVWG) with World Food Programme (WFP), which brings together all humanitarian actors involved in or interested in cash based programming. A key role of the Cash & Markets Adviser will be to help chair the CVWG, under the overall guidance of the Livelihoods and Food Security (LFS) Specialist. This will include organizing meetings, collecting feedback and data from CVWG members/ other partners, analysing cash-related data from partners for use by the humanitarian community, and following up on actions agreed to by CVWG members (e.g. use of a common cash post-distribution monitoring tool, harmonized reporting). It will also include actively participating in all cash-related matters in inter-agency process– in particular the Humanitarian Response Plan (HRP) and the Common Humanitarian Fund (CHF).

The Cash and Markets Adviser reports to Livelihoods and Food Security Specialist.

Responsibilities:

  • Chair the Cash and Vouchers Working Group (CVWG), with support from the LFS Specialist.
  • Coordinate cash-related matters in inter-agency process, working closely with OCHA– in particular the Humanitarian Response Plan (HRP) and the Common Humanitarian Fund (CHF).
  • Carry out inter-agency data analysis related to the CVWG.
  • Provide technical support to NRC Programme and Support units in relation to design and implementation of cash programmes – in particular Emergency, Shelter and Logistics.
  • Support market assessment activities, working closely with other programme units.
  • Support M&E in designing data collection tools and analyzing monitoring data for cash projects.

Our ideal candidate has

  • Bachelor Degree in economics, development, business or related field.  
  • Minimum 3 years of relevant experience within field of expertise
  • Experience with cash programming in the development/ humanitarian
  • Experience with inter-agency coordination in the development/ humanitarian
  • Previous experience from working in complex and volatile contexts
  • Strong inter-personal skills,  a collaborative attitude and willingness to work in a team
  • Creativity, curiosity and willingness to try new things and to challenge the status quo
  • Strong computer skills - proficiency in Microsoft Office and Microsoft Excel is mandatory.
  • Very strong analytical skills (experience in collecting and analysing data)
  • Fluency in English, both written and verbal

Additional Information

  • Contract period: 12 months
  • Salary/benefits: According to NRC’s salary scale and terms and conditions.
  • Duty station: Kabul, Afghanistan
  • Grade 8 (See the NRC Global Job Grade Below) 
  • Travel: Approximately 50% travel to field offices in Afghanistan

This is an unaccompanied post/non family duty station, with shared housing/ accommodation of moderate standard.
Due to the unstable security situation, recreational and social facilities are limited.
All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.
Approved health certificate will be requested before contract start.
Selected candidate need to provide certified University diplomas prior to applying for visa to Afghanistan.
