The Enterprise Content Management (ECM) project’s goal is to take a systemic approach that introduces and institutionalizes Content Management (including systems, policies, procedures, standards, guidance, and governance), providing improved document and records management and retention, improved search functionality, strengthened archives management, a new digital preservation capability, content reuse and repurposing, and collaboration across UNICEF. Following are the key deliverables of the project:

  • Replace the current intranet with one entry point to intranet content, tools, documents and records, known as the Digital Workplace (DWP). The DWP will be used to manage information efficiently, maximize usability for staff, and offer a modular workplace that supports work via desktop and mobile devices.
  • Implement a cloud-based ECM system for all staff to use in managing work products including MS Word documents, PDFs, MS PowerPoint presentations, MS Excel spreadsheets, emails, and other recorded information. The ECM system will function as UNICEF's official system of record, minimize information loss, and support business continuity.
  • Provide an information governance framework consisting of policies, procedures (including retention schedules), and guidelines to efficiently manage information. This framework will additionally support an organization-wide taxonomy, making it easier for staff to find the right information when needed.
  • Improve the management and preservation of archival information

The project also seeks to reduce risks, improve usability of tools, provide significant cost and time savings, enable new organizational capabilities and comply with several audit recommendations. These goals will be implemented in keeping with the organizational strategy and information management requirements of stakeholders in various business areas. 

Scope of Work

The purpose of this consultancy is to support the UNICEF’s country offices with the office documents and content migration process into the new platform.

In each of the assigned office, the consultant will complete the inventory of the office documents, map and provide naming convention/taxonomy as per the ECM requirements and upload in the platform. Provide support to various sections in identifying the content creation process in the platform and relevant training as per the project. The consultant will also participate and support the regional and country discussion forums related to the project

The Regional ICT Chief will have day-to-day supervision of the Content Migration Consultants, while the efficacy and outcome, along with the project plans will be jointly overseen by the Regional ICT Chief and the ECM Senior Project Manager.

 Payment Schedule

Payment is upon satisfactory completion of deliverables on a monthly basis.

Please note that the final remuneration will be negotiated by HR. 

Desired competencies, technical background and experience 

  • Advanced degree in one of the following fields: communications, social sciences, Advance university degree in information management, computer science, or data related field or equivalent experience
  • A minimum of three (3) years of relevant experience working with unstructured or structured information
  • Strong analytical skills
  • Demonstrated ability to build and maintain work relationships
  • Strong interpersonal and listening skills
  • Understanding of SharePoint desirable

Languages 

  • Fluency in English is required
  • Working knowledge of another UN language, such as Spanish, French or Arabic (depending on the Region), is required as per the needs of each region.

Administrative issues 

Travel: 

All travel arrangements to commence and end of assignment, including insurance and visas, will be managed and paid by the individual. Short travel for about 5 days would be required for about 5 countries in Eastern and Southern Africa. Therefore, expected travel costs must be included as a budget item in the financial proposal.  

Conditions 

As per UNICEF policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.

The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.  The Consultant may not publish or disseminate reports, data collection tools, collected data or any other documents produced from this Consultancy without the permission of and acknowledgement of UNICEF.

Risks 

All reasonable and likely risks should be identified and a relevant risk response and possible mitigating action defined.

  • Two writing samples or presentations that demonstrate your knowledge
  • A fee structure that should include: (i) your daily rate; (ii) total travel costs for the field work that should be inclusive of airfare, DSA and any other travel-related costs and (iii) the total fee for 220 days’ work.
