COUNTRY PROGRAM DESCRIPTION

ARC has been working in South Sudan since 1994 in partnership with returning refugees, displaced people, host communities, and government health services to improve access to services and healthcare service delivery. ARC has also been actively involved in providing services to survivors of gender-based violence through case management, livelihoods training, and women’s empowerment activities. Working in three states, ARC has developed strong relationships with communities and leaders, involving them in programming and building local capacity. By improving the health and nutrition of target communities and providing comprehensive reproductive health and protection services, ARC aims to support healthy and productive lives of beneficiaries through integrated health, nutrition, and protection activities implemented with gender- and conflict-sensitivity.

PRIMARY PURPOSE OF THE POSITION

The MNCH Coordinator is responsible for the implementation and overall technical support/guidance and integration of maternal, neonatal and child health activities in the program. The MNCH coordinator will work to contribute and improve the overall health of the targeted beneficiaries through provision of quality primary and secondary health care, including integrated maternal and child health services. This requires technical support and oversight of both ongoing and new MNCH activities. The MNCH coordinator mentors and builds the capacity of staff, establishes clear systems and protocols to ensure services are of quality and meet international and nationally-accepted standards.

The MNCH Coordinator will be working under the supervision of the Program Manager and in collaboration with Health Coordinators and County Coordinators, supervising national staff. The MNCH Coordinator will be based in Mayom County, but will be responsible for the overall design and implementation of MNCH activities throughout Mayom and Abiemnhom counties. Frequent travel between counties will be required.

PRIMARY DUTIES/RESPONSIBILITIES

Technical Guidance and Leadership – 50%

  • Identify training needs of staff and County Health Department (CHD) counterparts and develop capacity building trainings and mentorship to strengthen implementation of services, technical capacity of MNCH personnel and CHD
  • Strengthen the capacity of the CHD in technical planning, implementation, monitoring and evaluation, reporting and advocacy of MNCH services in order to prepare the CHD for future handover
  • Implement and monitor case management based on existing guidelines and protocols.
  • Provide technical oversight in the implementation of MNCH activities
  • Travel frequently to ARC- and partner-supported sites for supervisory visits.

Program Design, Development, and Implementation – 35%

  • Plan and coordinate the implementation of all MNCH activities to be in-line with approved budgets, donor requirements and program deliverables and timelines
  • Manage MNCH activities in conjunction with the program manager, develop regular work plans, reports, and contribute to the development of budget forecasts and spending plans.
  • Oversee the implementation of a monitoring and evaluation plan for MNCH activities, in line with the ARC global results framework and donor guidelines.
  • Provide overall technical support to service providers on the Basic Emergency Obstetric Care (BEmONC) in PHCC’s and CEmONC services at secondary level; Provide overall Supervision of the BeMONC centers within the project area of intervention in collaboration with the County Health Department – Reproductive Health Focal Point. Supervise Midwives as they conduct normal and complicated deliveries in line with all guidelines. Ensure protocols and guidelines and partographs in delivery rooms and other RH department are adhered to as per SMOH policies. Respond to all cases of obstetric emergencies in line with the protocols in consultation with the doctor and other medical staff.
  • Supervise provision of comprehensive antenatal care to pregnant women attending ANC services in collaboration with midwives.
  • Supervise provision of postnatal care as per the protocols to all women attending PNC clinic.
  • Supervise family planning and STI management.
  • Ensure infection control and universal precautions are adhered to at the health facilities.
  • Conduct on-job training to midwives and other staff during service delivery when requested to do so.

Representation and Coordination – 15%

  • Maintain ongoing relations with MNCH sector actors (donors, bilateral and multilateral coordination bodies, research organizations and academics, and relevant government institutions) in South Sudan
  • Represent ARC and liaise with donors, local authorities, Ministry of Health, UN, and international and national NGOs and clusters and nutrition fora to facilitate successful coordination of activities and ensure transparency in the community
  • Liaise regularly with the HQ Health Technical Unit to provide updates on the program, discuss emerging challenges, and collaborate on the design of new programs or changes to existing programs

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

  • Bachelor’s degree in midwifery or nursing and related experience
  • 5-7 years of experience in implementing MNCH programs in emergency settings; preferably in Africa
  • Experience in managing and working with a multicultural staff;
  • Strong participatory leadership and interpersonal skills;
  • Ability to motivate and counsel staff working in a complex emergency environment;
  • Experience and/or knowledge of South Sudan (history, politics, culture, etc.) and sensitive to issues involved in working in South Sudan preferable;
  • Strong verbal and written communication experience;
  • Strong computer literacy; strong skills in Microsoft Office;
  • High level of computer literacy
  • Must be fluent in English

  • Prior experience working in Africa desirable.

  • Willingness to frequently travel and live in remote and sometimes insecure situation.
  • Cultural sensitivity essential.
