DRC has recently established a consortium based response designed for migration to be safer and more orderly, along the West Africa/Central Mediterranean routes with the goal of limiting suffering and reducing deaths en route. DRC also leads on a Libya focused consortium programme which is providing protection and assistance to migrants, IDPs, host communities and other vulnerable groups in Libya. The head of CCU will be responsible for both management units

 

 

About the job

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will be responsible for ensuring effective and efficient flow of information (data integration process and data quality assurance) from the Consortium members to the CCU, in relation to accountability and feedback mechanisms and provision of direct assistance.Your main duties and responsibilities will be:

  • Coordinate with Consortium members the collection and reporting of data against agreed indicators, in line with the MEAL framework;
  • Administer performance monitoring tools / databases to track project indicators, in line with the MEAL framework;
  • Ensure the quality and relevance of the project’s data, through the application of systematic data quality assessment (carryout routine data quality checks);
  • Support the development of performance monthly reports and other ad- hoc reports on MEAL activities, through the compilation of project data reports from Consortium members;
  • Participate in the preparation and facilitation of informational meetings with Consortium members to provide feedback on projects’ performance, based on monitoring data findings;
  • Engage and provide support in building MEAL capacities across Consortium members – data collection, methodologies, data management, etc;
  • Document best practices, lesson learned and/ or success stories coming from Consortium members to support the development of program review processes.

 

About you

To be successful in this role we expect you to have at least 2 to 3 years of relevant professional experience with national or international organizations in research, data management and/ or monitoring and evaluation. Moreover, we also expect the following:

 

Required

  • Knowledge and experience with a range of M&E tools and techniques, including ability to understand data management process, accountability and feedback mechanisms.
  • Good command of MS Excel and working knowledge of at least one other statistical data management package/software.
  • Ability to work with inter-disciplinary teams and a wide range of program/project activities, preferable in complex settings.
  • Bachelor’s Degree in relevant discipline, preferable Post Graduate qualification.
  • Fluency in English
  • Good command of Arabic
