Background:

The USAID East Africa Trade and Investment Hub (the Hub) partners with East African and U.S. businesses to attract investment that transforms the East African private sector into vibrant global trading partners. The Hub also promotes a more predictable, transparent and enabling business environment in East Africa by supporting adherence to intra-regional and international trade agreements and conformity to international standards. Improving the region’s trade competitiveness, encouraging the diversification of exports beyond natural resources, and promoting broader, more-inclusive economic growth will lead to more food secure and resilient East African communities.

The goal of the Hub is to deepen regional integration, increase the competitiveness of select regional agricultural value chains, promote two-way trade with the U.S. under the African Growth and Opportunity Act (AGOA) and facilitate investment and technology to drive trade growth intra-regionally and to global markets.

Objectives and Duties:

The Procurement Manager is responsible for the procurement of goods and services for the technical and operational needs for the Hub, and ensuring that all procurements and associated processes are executed in accordance with USAID regulations and DAI policies. The Procurement Manager is responsible for overseeing and maintaining the integrity of the procurement process, including accurate procurement documentation. The Procurement Manager is responsible for, but not limited to, the following functions:

  • Manage all field‐initiated procurement processes from beginning to end, ensuring compliance with DAI, FAR, and AIDAR regulations.
  • Responsible to ensure accuracy of all procurement documents including contracts, sub-contracts, solicitations, amendments, proposals, purchase orders, memoranda etc.
  • Manage proposal evaluation and vendor selection processes.
  • Periodically audit the DAI procurement management system to ensure accuracy, quality and completion of relevant documentation.
  • Participate in and organize activity budgeting and work planning in support of anticipated operations and technical needs
  • Capacity build all staff in aspects of the procurement process, including evaluation committees.
  • Coach and mentor procurement and operations staff to improve their skills
  • Manage the procurement staff and assign tasks to ensure best use of the team
  • Provide weekly work plan reports to the DCOP-Operations, support long term work plans for the Hub and provide relevant input to quarterly and annual reports
  • Perform other related duties as assigned.

Qualifications:

  • Bachelor’s degree in a relevant field; master’s degree added advantage.
  • At least 7 years professional experience in procurement required
  • Some experience in subcontracts and grants administration also required
  • At least 5 years’ experience with USAID projects required, especially USAID contracting experience.
  • Good working knowledge and experience administering government contracts, subcontracts, and grants with FAR and AIDAR regulations is essential.
  • Fluency in English with excellent verbal and written communication skills.
  • Computer literate with spreadsheet and procurement management system experience.
  • Strong judgment and a commitment to fair and ethical procurement practices.

Supervisory Responsibilities:

  • The Procurement Manager will supervise the Senior Procurement Specialist, Procurement Specialist and Procurement Assistants.

Base of Operations:

  • Nairobi, Kenya

Reporting:

  • The Procurement Manager will report to the Deputy Chief of Party, Operations.
