Logistics Operations Officer  
[Based in Erbil with frequent travel to Mosul, Qayyarah, Kirkuk and Sulaymaniyah (weekly or bi-weekly travel)]

About the job 
The Logistics Operations Officer (LOO) will manage all vehicle, driver and movement activities specific to Erbil hub and all related field sites. The LOO will travel to all Erbil field sites as and when necessary for support and training. The LOO will also be responsible for the monthly collation of all vehicle information for DRC Iraq - Erbil, including all field sites. S/he will work with IT and procurement departments on asset tracking and database management. S/he will also provide assistance to the logistics and procurement departments as and when required per requests from the PLM (Procurement and Logistics Manager) and DPLM (Deputy Procurement and Logistics Manager). 
 
 
Your main duties and responsibilities will be: 
Vehicle Activities  
  • Daily/Weekly movement plans for movements between Erbil and all Erbil hub field Sites, including KISS movements for Dohuk
  • Airport pickups and drop-offs
  • Coordinate handover of phone and GH keys as needed for arrivals departures
  • In coordination with Safety Advisor and PLM/DPLM, respond as needed to Vehicle GPS alerts and alarms
  • Prepare all PRs related to Vehicles and Fleet, including, without limitation maintenance, fuel vouchers, and fleet tenders
  • In coordination with Warehouse Team Lead, coordinate movement of goods and equipment between and among all Erbil field sites
  • Immediately report all incidents to PLM, DPLM, HoO, Safety as appropriate
  • Ensure that all aspects of the DRC Vehicle MOP’s are adhered to such as:
  • Update list of vehicles in use
  • Monitor driving hours
  • Monitor fuel consumption
  • Vehicle maintenance & repairs
  • Monthly reports with relevant analysis
  • Check Log Books to ensure compliance 
  • Monitor vehicle/staff movements
  • Driver’s following safety rules 
Support to Logistics  
  • Work with IT and Procurement Departments to setup, update and maintain Asset Database, including the importation of data from previous system
  • Work with IT and Procurement Departments to set up asset handover procdures and ensure all assets are signed out and signed in and files are maintained for all Erbil staff (including all Erbil field sites)
  • Monitor fuel consumption and maintenance for all generators. Collect generator fuel consumption and maintenance reports from all Erbil field sites as needed
  • Work with PLM/DPLM and HR departments to improve onboarding and offboarding communication and processes  
Other 
  • Be available for travel to all field sites (Erbil, Mosul, Kirkuk, Qayyarah, Sulaymaniyah) for setup, technical support, support, training, and troubleshooting fleet operations
  • Any other duties as may be assigned by the Line Manager;
  • Conduct duties in accordance with DRC Iraq programme Standard Operating Procedures (SOPs);
  • Conduct duties in accordance with DRC Code of Conduct.
  • Be the focal point for all expats for all things to do with vehicles, drivers and driving hours.

About you 
To be successful in this role we expect you to have the following: 
 
Experience and technical competencies:  
  • 2 years of NGO/UN field experience in a similar position. 
  • Experience in logistics and procurement.
  • Experience organizing and running fleet movement, vehicles, drivers, and vehicle maintenance
  • Highly competent in administration and reporting
  • High skills in team management. 
  • High integrity and willingness to conduct her/himself transparently and open to scrutiny.

Professionalism 
Education:  
  • Relevant University Degree
  • Vehicle/Fleet management certificate is an advantage

  • Excellent spoken and written Kurdish, Arabic and English is essential.
