Background

UNODC Programme for Central Asia (2015-2019) was officially launched on May 2015. The Programme for Central Asia 2015-2019 represents the overarching strategic framework under which UNODC provides technical assistance within the Central Asian States. It builds on previous UNODC assistance within the sub-region and aims to deliver effect in an integrated and comprehensive manner rather than a series of standalone projects. The Programme is coordinated via the Regional Office for Central Asia, in Tashkent, and technical assistance is delivered via the UNODC Programme Offices in Astana, Almaty, Bishkek, Dushanbe and Ashgabat. The Programme for Central Asia aims to enhance both national level capabilities within, and develop increasing sub-regional cooperation between the Central Asian States.

The Programme for Central Asia contains four distinct sub programmes which divide activities along four thematic lines. These sub-programmes are: Sub-Programme 1 “Countering transitional crime, illicit drug trafficking and terrorism”; Sub-Programme 2 “Criminal justice, crime prevention and integrity”; Sub-Programme 3 “Drug prevention, treatment and reintegration, and HIV prevention; and Sub-Programme 4 “Research and trend analysis”. The Programme for Central Asia seeks to both build national and inter-regional capacity and align all UNODC activities within Central Asia into a single programme. In this manner, the Programme for Central Asia aims to identify complimentary activities and enhance the synergies between the various UNODC delivery mechanisms

The National Programme Officer will be responsible for (i) maintaining a high standard in the quantity and quality of information relating to drug and crime control operations and policies in the Central Asian region, (ii) strengthening the capacity of the Regional Office for Central Asia for handing public relations, programme visibility and resource mobilizations, (iii) coordinating and and implementating of the Sub-Programme 4 “Research and trend analysis”.

The staff member will report to the UNODC Regional Representative for Central Asia and work in coordination with the all Heads of Programme Offices in the region. The focus of this job is to plan, organize, coordinate and provide substantive support and backstopping to the day-to-day implementation, monitoring and evaluation of the UNODC strategies, policies and Programme activities in the Central Asia and Southern Caucuses Region.

The National Programme Officer leads and guides the ROCA Programme, fosters collaboration within the team, with staff of UNODC Programme Offices (POs) in the region and with other UN Agencies and a client-oriented approach.

Duties and Responsibilities

 Summary of Key Functions:

  • Implementation of programme strategies
  • Management of the ROCA programme
  • Creation of strategic partnerships and implementation of the resource mobilization strategy 
  • Provision of top quality policy advice services to the Government and facilitation of knowledge building and management

1. Ensures implementation of the UNODC Programme for Central Asia strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the region and preparation of substantive inputs to Country Common Assesments, Sustainable Development Goals, United Nationas Development Assessment Frainwork, and other UN Country Team products.
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned.
  • UNODC ROCA business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.

2. Ensures effective management of the ROCA Programme within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation of the regional programme achieving the following results:

  • Design and formulation of ROCA Programme within the area of responsibility, translating UNODC’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
  • Initiation of a programme presentation to Programme Steering Committees, entering corporate enterprise resource management software, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of programmes through review.
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit.
  • Follow up on audit recommendations. All exceptions timely reported.
  • Aggregate reports are regularly prepared on activities, outputs, outcomes and impact. Preparation of donor reports.
  • Undertake risk analysis, management strategy and update risk registers.

3. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Management Support and Business Development Team   focusing on achievement of the following results:

  • Development of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNODC, countries needs and donors’ priorities.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

4. Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme region policy goals.
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Governments of region and other strategic partners.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of trainings for the operations/ projects staff on programme issues.

Impact of Results

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education: 

Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:    

2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, implementation and monitoring of programmes/projects. Experience in UN system procedures and practices an advantage. Proficiency in current office software applications.

Language Requirements:    

Fluency in English, Russian and Uzbek. Knowledge of other UN and Central Asia languages would be desirable.
