How can you make a difference?
The Programme and Planning Section, UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to provide support EAPRO and COs to better establish and present a baseline for each of the 18 Regional Headline Results, review and analysis of data gaps, suggestions and actions on how to fill the gaps for all results areas to track the progress of the Regional Headline results (see annex A: UNICEF EAPRO Headline Results).

Work Assignment:
- Finalize the list of indicators and establish a database for the collection and management of the baseline (by headline results and by country);
- Compile the baseline data for all Regional Headline Results indicators with all available/important disaggregations. The consultant will use available data from regional databases, reports as well as other global/regional available sources identified in coordination with Regional Advisors;
- Contact country offices to validate existing data and identify potential source for missing data and/or identify ongoing/future efforts to collect data. The consultant may also contact partners (including UN agencies and other international agencies) to identify opportunities for filling data gaps;
- Identify remaining data gaps, review feasibility of additional data collection in collaboration with Regional Advisors and country offices. The consultant will also identify key challenges related to the available data as well as future monitoring of progress and suggest possible solutions to fill data gaps and address other key challenges;
- Draft a baseline PPT presentation and report with data visualization (coordinate infographics);
- Draft annexes to the report relating to data source frequency of data collection, and recommendations for future monitoring and reporting on progress against Regional Headlines Results indicators.

Estimated Duration of Contract: 40 working days from March to June 2018
To qualify as a/an [champion or advocate] for every child you will have…
- Master’s degree or higher in Statistics, Demography, or any other related technical field with special expertise in data management/processing, statistical analysis, and quantitative methods is required.
- At least 5 years’ experience in drafting reports and macro data analysis.
- Familiarity with major data sources e.g. MICS, DHS, National Censuses, Income and Expenditure Surveys, etc.
- Data analysis and sourcing, compilation and visualization (including Infographics).
- Proficient use of Excel and Access or other database tools to compile data.
- Good knowledge of socio-economic context in the EAPR countries.
- Good knowledge of UNICEF mandate, priorities and programming.
- Fluency in English.
- Excellent writing skills.

Please note the air tickets under UNICEF contract shall be re-routable, refundable type (economy class and most direct route).
