The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

 Our Ideal Candidate:

We are seeking for a motivated humanitarian professional for our Syria Response Office’s operations.  A university graduate with at least 3 years of experience of working as a Financial Manager in a humanitarian/recovery context.

We are particularly looking for a structured and organized Finance Manager, who possesses effective interpersonal communication skills and fluency in both Arabic and  English Language. Strong experience of financial systems and structures development is necessarily required.

The Area Finance Manager will be responsible for ensuring that the financial set-up in the Area Office is according to NRC standards and for supporting efficient and high-quality programme/project implementation and monitoring.

Position Description:

  1. Implement NRC’s financial systems, routines and procedures at an area level.
  2. Maintain overall budget control and monitor cash flows.
  3. Ensure that budgeting, accounting, year-end procedures and other financial processes take place in adherence to Financial Handbook, other NRC policies and donor and auditor requirements.
  4. Management of financial team at Area Office level.
  5. Support and training of Area Office finance team.
  6. Provide AM and programme staff with monthly financial analysis and reports.
  7. Implement anti-corruption policy.
  8. Ensure monthly accountancy closing is done on time and following NRC financial procedures.
  9. Lead budgeting process for new project proposals, ensuring alignment with donor regulations as well as NRC’s policies and procedures.
  10. Lead on the development of timely and high-quality finance reports to submit to donors.
  11. Elaborate monthly Budget versus Actual for all AO projects and prepare forecast of expenditures in coordination with Programme Staff.
  12. Monitor Cash flows for the Area Office.
  13. Conduct financial checks and validation of expenditures as per delegation of authority.
  14. Develop and fine-tune tools and processes for financial management that enhance the efficiency, accountability and compliance of NRC’s operations at Area level.
  15. Contribute towards monitoring and capacity development of implementing partners and supervise the review of partners’ financial reports.
